Warsaw Format meets in Krasiński Palace

MFA Secretary of State Marcin Bosacki opened a Warsaw Format meeting, during which representatives of the Kingdom of Denmark-Chair of the Arctic Council since May 2025-met with delegates from the Council's observer states.
Deputy Minister Bosacki said that Poland wants to demonstrate its strong engagement as an active observer in the Arctic Council and to emphasize the value of this international partnership. As he noted, the Arctic is no longer an isolated or remote territory, while climate change, economic opportunities, and geopolitical interests have transformed the region into an area of global interest. He also stressed that while the eight Arctic states remain the main decision-makers within the Arctic Council, the inclusion of observer states has enriched the dialogue, expanded expertise, and created stronger links with the international community.
A highlight of this year’s edition of the Warsaw Format was an address by Ambassador Kenneth Høegh, Chair of the Senior Arctic Officials, who presented the priorities of the Danish Presidency of the Arctic Council for the next two years. Representatives of the Council’s six working groups discussed the most important ongoing projects and key challenges for the Arctic, such as climate change, quality of life in the Arctic regions, the situation of the local population, emergency response, and scientific cooperation.
Held since 2010, the Warsaw Format is an initiative that involves regular meetings of the foreign ministers of the Arctic Council observers and the country holding the Council’s chairship. Established by the Ottawa Declaration in 1996, the Arctic Council provides a forum for cooperation among the eight Arctic states, indigenous peoples’ organisations, and observer states—a group which Poland joined in 1998.
