Unit description:

The Department of Coordination of Social Security Systems performs tasks related to fulfilling the function of the competent authority within the scope of EU and bilateral coordination of social security systems of other states with the Polish system, as well as liaison institutions within the scope of EU and bilateral coordination of these systems, with regard to unemployment benefits, family benefits and non-contributory care benefits.

The main areas of the Department's activity include:

  • participation in the decision-making process, as well as in legislative and interpretative work participation in the decision-making process, as well as in legislative and interpretative work and other work of EU bodies relevant to the competence of the Department, including participation in the work on the maintenance and modernisation of the European System for Electronic Exchange of Social Security Information and the work of the European Labour Office;
  • substantive coordination of the Department's activities within the EU forum as regards the EU coordination of social security systems;
  • analysing rulings of the Court of Justice of the European Union (CJEU) and proposing amendments to Polish law or to the manner of implementation of provisions by social security institutions as well as substantive preparation of draft positions of the Polish side in proceedings before the CJEU concerning the competencies of the Department;
  • conducting matters resulting from the substantive supervision of the Minister over the implementation by liaison and competent institutions of EU law and bilateral agreements in the field of social security and executive agreements, including the interpretation of Polish law in the context of the provisions of these regulations;
  • performing tasks resulting from the Minister's function as a higher-level authority in matters concerning unemployment benefits, family benefits, child care benefits and guardian's benefits, established on the basis of the coordination of social security systems;
  • performing tasks of a liaison body within the framework of the EU coordination of social security systems as regards unemployment benefits, family benefits, child-rearing benefits and allowances for carers;
  • acting as a contact point in the Internal Market Problem Solving System (SOLVIT network);
  • programming, substantive and procedural preparation and negotiation of draft bilateral international social security agreements and their implementing agreements;
  • participating in the settlement of disputes between states concerning the interpretation and implementation of provisions of EU law and international agreements in the field of social security;
  • carrying out tasks of a substantive, supervisory, financial, as well as reporting and analytical nature related to the implementation by voivodes of the coordination of social security systems with regard to family benefits, upbringing benefit and guardian's allowance.
