“Equalising opportunities and reducing differences, reducing poverty, better educational and development prospects – a better start into adulthood. But also a better today. These are the most important objectives of the broadly understood family-oriented policy of our government, which from the very beginning has put the family in the spotlight of its activities” – stresses the Minister of Family and Social Policy, Marlena Maląg.

Family support

Family care capital, co-financing for the stay in a nursery, Family 500+, support for the creation of new places of care for the youngest children, Good Start. And not only.

The family is the best investment in the future – the future of the next generation and of all of us, an investment in the future of Poland. We estimate that this year PLN 85.8 billion will be spent on the family policy” – stresses the Minister of Family and Social Policy Marlena Maląg.

Family care capital

This means even up to PLN 12 thousand for the second and each subsequent child aged 12-35 months – regardless of income, and parents decide on their own what to spend the additional funds on.

In 2022, about 615 thousand children will benefit from family care capital, and the amount of support is about PLN 3.1 billion.

Co-financing for the stay in a nursery

Co-financing for the stay in a nursery, children’s club or day-care provider is granted to those children who are not covered by family care capital. It is up to PLN 400 per month, which go directly to the institution.

Toddler+

We support the development of a network of childcare institutions for children below 3. It means co-financing for new places of care and co-financing for the activity of existing ones.

Today, there are more than 7.5 thousand childcare institutions for children below 3 in Poland, which offer more than 220 thousand places of care. In 2015, there were only 84 thousand such places of care.

Family 500+

The child-raising benefit under the „Family 500+” programme is PLN 500 per month for each child below 18, regardless of income earned by the family.

Every month, the benefit goes to 6.6 million children. Since the launch of the program in April 2016, the support has already amounted to nearly PLN 200 billion.

Close to human affairs

We talked to Poles when we decided to restore the retirement age, when we implemented additional benefits for seniors – the thirteenth and fourteenth pensions. Also during the pandemic, where we all had to show responsibility and intergenerational solidarity, when this care for the elderly people became particularly meaningful” – highlights the Minister of Family and Social Policy, Marlena Maląg.

We are close to people also now, during the Russian aggression against Ukraine. During this barbaric war, which painfully proves that history has not been over at all. We see that the whole world is facing the consequences of these events – the pandemic and the war – including, inter alia, Putinflation, which results in an unprecedented rise in prices all over the world – adds the Minister of Family.

Support for self-governments

The Polish Deal Governmental Fund – Strategic Investment Programme has been launched so that self-governments can have the means and tools to carry out investment projects which are important from the viewpoint of local communities. Investment projects which mean new jobs and are one of the drivers of economic growth.

In the second edition of the programme, each self-government that had submitted an application received support. All over the country, these were 5 thousand projects and PLN 30 billion of co-financing. This money will strengthen the Polish economy and contribute to improving the quality of life of residents.

The government has also taken measures to mitigate the impact of high energy prices. We are dealing with a rise in the energy prices across the European Union. As part of the Governmental Anti-Inflation Shield, we focus, inter alia, on protecting households with low income that are more affected by price rises.

Support for persons with disabilities

We created the Solidarity Fund. We introduced a supplementary benefit for people incapable of living independently. We significantly increased expenditure on providing assistant services for persons with disabilities, we also increased co-financing for institutions supporting persons with disabilities, such as occupational therapy workshops and vocational development centres.

We created the Strategy for Persons with Disabilities for the years 2021-2030 – a comprehensive document that is to be a roadmap of national policy for persons with disabilities for the coming years. The implementation of the measures contained in the Strategy will allow these persons to live more independently and participate more fully in all spheres of life.

In 2022, the support for persons with disabilities will reach the level of more than PLN 37 billion. In 2015, it was less than PLN 16 billion.

Support for seniors

We remember about helping the elderly. We do not forget about seniors even for a moment. Although the causes of inflation are external, the government is fighting inflation in many areas.

Starting from 2022, the tax-free amount has been increased to PLN 30 thousand, thanks to which old age and disability pension benefits up to PLN 2,500 per month are exempt from PIT. As from July, PIT tax has been reduced from 17 to 1%.

13th pension for old age and disability pensioners paid for the 4th time.

In April, once again we paid the thirteenth pensions, which are already an annual, additional benefit guaranteed by law.

Thirteen pensions are received by all old age and disability pensioners. This year, seniors received more than PLN 13 billion on this account.

Another additional annual support for seniors

The government also decided to pay once again the fourteenth pensions, which will go to the majority of old age and disability pensioners in the second half of the year. In this way, we want to support the household budgets with an additional amount of money.

This is nearly PLN 11.4 billion of additional support for seniors. this means that this year seniors will receive nearly PLN 25 billion due to additional benefits.

Since 2019, when the thirteen pensions were paid for the first time, it has already been more than PLN 70 billion of additional support.

Active and safe autumn of life

We focus on professional and social activity, on the development of dedicated programmes – such as Senior+ and Active+, for which we allocate PLN 100 million annually, and thanks to which the offer for the elderly is growing. We care about the higher quality of life of seniors. Therefore, this year the additional support addressed to the elderly will reach the level of about PLN 44 billion, which is much higher than in 2015, when the support reached only the level of PLN 3.6 billion.
