It is happening! On 1 June, changes to the labour market became effective

Registration with the employment office at the place of residence, not the registered address (sometimes on the other side of Poland), the removal of age restrictions on access to benefits such as the settlement voucher, as well as greater access to high-quality job offers - these are just some of the benefits brought by the Act on the Labour Market and Employment Services. The legislation, drafted by the Ministry of Family, Labour and Social Policy, came into effect on 1 June 2025.

Demographic, geopolitical changes and dynamic technological developments are changing our reality – also in the area of the labour market. This makes legislation drafted more than two decades earlier no longer relevant to today’s challenges. For this reason, the Ministry of Family, Labour and Social Policy drafted the amendments, which, after completing the legislative process, came into effect on 1 June 2025. It's the Act on Labour Market and Employment Services.

We needed a new act on the labour market and employment services

The new regulations respond to the expectations and new challenges faced by the persons seeking employment, returning to the labour market, as well as employers.

One of the biggest obstacles for job seekers until now was the requirement to register with the employment office based on their registered address (place of permanent residence for official purposes), rather than their actual place of residence — sometimes on the other side of the country, very far away. This changed on 1 June 2025. But not only that.

The Act on Labour Market and Employment Services also eliminates age limits for access to various labour market instruments, such as the highly sought-after “settlement voucher”. It's worth applying for – the amount is as much as twice the average salary (which currently exceeds PLN 9,000 gross).

What else will change?

The act provides for the implementation within two years of a new ICT system to obtain on-line assistance and to provide better access to good quality job offers.

The new regulations also include:

the possibility of subsidising the employment of a pensioner;

priority support for unemployed individuals from large families and single-parent households;

enabling farmers to register with job centres;

increasing the efficiency and accessibility of the National Training Fund;

the introduction of an education loan of up to 400% of the average wage.

We are meeting the RRP milestones

The Act on Labour Market and Employment Services meets one of the milestones enshrined in the national recovery and resilience plan.

The reforms will affect 340 district labour offices, 16 provincial labour offices, the State Labour Inspectorate, the Border Guard, employment agencies, training institutions, the Voluntary Labour Corps — and more.

On 1 June 2025, the Act on the Conditions for the Admissibility of Entrusting Work to Foreigners in the Republic of Poland also came into force. Its primary aim is to protect the interests of Polish workers, and secondly, those of foreigners residing in our country.
