Negotiations between Poland and Japan on social security

On January 22 this year, the next round of negotiations for a draft agreement between Poland and Japan in the field of social security was held. The Polish side was represented by Sebastian Gajewski, Undersecretary of State at the Ministry of Family, Labour and Social Policy, and the Japanese side by, among others, Mizuno Mitsuaki, Treaty Negotiator, European Policy Division at the European Affairs Office of the Ministry of Foreign Affairs of Japan.

Negotiations between Poland and Japan on social security

The aim of the ongoing social security talks between Poland and Japan is to prepare solutions that will enable entitlement to benefits. They will not depend on the nationality of both countries, but on being subject to the social security legislation of one or both parties to the agreement.  

At the opening ceremony of the negotiating round, Sebastian Gajewski, Deputy Minister of the Ministry of Family, Labour and Social Policy, presented Poland's position and stressed the importance of further development of cooperation with Japan in the field of social security.  The meeting was an opportunity to share experiences and best practices in this area. Both parties expressed their interest in deepening their cooperation and further developing joint activities for social protection.

The solutions under preparation, once in force, will be the basis for insurance institutions in both countries to apply the principles of aggregation of insurance periods and transfer of benefits.

For insured persons, this will mean:

  • the possibility of taking into account periods of insurance spent in Japan for the purpose of determining entitlement to Polish benefits (on a reciprocal basis),
  • transfer of benefits to the recipient's place of residence in the territory of the other contracting party.
     

The Polish side was represented at the meeting by Sebastian Gajewski, Deputy Minister at the Ministry of Family, Labour and Social Policy, and ministry staff, as well as representatives of the Social Insurance Institution and the Agricultural Social Insurance Fund. The Japanese side was represented by, among others, Mizuno Mitsuaki, Treaty Negotiator, European Policy Division at the European Affairs Office of the Ministry of Foreign Affairs of Japan, and Hanasaki Yoshino, Director of the International Pensions Division at the Pension Office of the Japanese Ministry of Health, Labour and Welfare.

The efforts to conclude a Polish-Japanese social security agreement were initiated by the Polish side, at the request of the Polish community living in Japan.
