Scientific conference entitled “The conditions of fertility” – demographic experts for the development of the Polish demographic policy

On 19 and 20 October, a scientific conference entitled “The conditions of fertility” will be held within the framework of the 3rd Demographic Congress 2021-2022, “Poland of the 21st century – demographic challenges”. The conference will be attended by: representatives of the ministries, Polish and foreign demographic experts and practitioners who will discuss the most important issues of demographic policy during the conference. The organisers of the event are: Minister of Family and Social Policy, Marlena Maląg and Government Plenipotentiary for Demographic Policy, Barbara Socha, together with President of the Government Population Council Prof. Dr. hab. Józefina Hrynkiewicz, President of the Statistics Poland, Dr Dominik Rozkrut and President of the Polish Statistical Association, Prof. Dr. hab. Waldemar Tarczyński.

Scientific conference entitled “The conditions of fertility” – demographic experts for the development of the Polish demographic policy

In the Demographic Strategy 2040, announced by the Prime Minister Mateusz Morawiecki, Minister of Family and Social Policy, Marlena Maląg, and Government Plenipotentiary for Demography, Barbara Socha - the first comprehensive document in Poland, which addresses the unfavourable trends in the area of demography, the main objective is to move Poland out of the trap of low fertility and to get closer to a level guaranteeing the generational replacement. In order to achieve this objective, 12 areas of intervention have been identified, all of them focusing on the fertility rate, because, in the long term, this is the best way to restore the favourable demographic structure of Polish society.

It is the first 10 areas of intervention that will be discussed in detail during the coming scientific conference entitled “The conditions of fertility”, to be held on 19-20 October in the Chancellery of the Prime Minister. During the two-day event, an outstanding group of experts in the area of demography will raise a number of issues essential for the Polish demographic policy,

including:

  • strengthening the family – including financial security for families and the necessary support to meet their housing needs;
  • removing barriers for couples wishing to have children – including the development of a family-friendly labour market, the development of health care, the development of childcare forms and the improvement of quality and organisation of education;
  • improvement in the quality of policy management and implementation both at central and local government level.

The Minister of Family and Social Policy, Marlena Maląg stresses that strengthening Polish families is among the priorities of the United Right government, and new social policy solutions are key in the process of positive changes in Polish demography:

Our overarching objective is to improve the demographic structure of the country, that is why we implement an extensive family support system, including, inter alia, such programmes as “Family 500+”, “Good Start", “Toddler+” and “Large Family Card”. We permanently monitor the situation of families and respond to their needs, an example of which is Family Care Capital launched this year. Investing in families and creating the best conditions for them to raise children is the Polish raison d'etre – she says.

The conference entitled “The conditions of fertility” is to be an ex-ante analysis, which will not only present the challenges to be addressed, but will also attempt to indicate the possibilities for intervention so as to achieve positive change – adds Minister Marlena Maląg.

In turn, the Deputy Minister of Family and Social Policy, Government Plenipotentiary for Demographic Policy, Barbara Socha, points out that if we do not take well-thought, stable, coherent and comprehensive measures, our development may be halted, which will adversely affect the future living conditions of Polish families:

We have examined, inter alia, how the perfect family looks according to Poles. The proposals are encouraging: the family is still our priority in life. Unfortunately, many people have fewer children than they declare they would like to have. Therefore, our main task will be to make it possible for our compatriots to meet their expectations and dreams with regard to a happy family - said the Government Plenipotentiary for Demographic Policy. – At the coming conference, together with a group of scientists and experts in the field of demography, we will address 10 areas making this objectives difficult to achieve – including areas requiring urgent action: housing, combining work and childcare, health, education and development of infrastructure and services necessary for families – announced Barbara Socha.

The Conference entitled “The conditions of fertility” has been included in the 3rd Demographic Congress 2021-2022, over which the honorary patronage was taken by the President of the Republic of Poland, Andrzej Duda. Its organisers are: The Ministry of Family and Social Policy, the Government Population Council, the Statistics Poland and the Polish Statistical Association. The event is addressed to the scientific community, public policy makers, central government officials and all levels of local government, persons and organisations working for local development and family support, and all those interested in the issues of changes in fertility.
