The Ministry of Family, Labour and Social Policy proposes amendments to the internal regulations of Social Welfare Homes in order to protect against the coronavirus

The Ministry of Family, Labour and Social Policy has submitted a draft of an amendment to the Regulation of the Minister of Labour and Social Policy on social welfare homes of 23 August 2012 for inter-ministerial arrangements and public consultations. The changes aim to, for instance, implement and apply procedures to ensure protection against infectious diseases at social welfare homes.

In consideration of the current epidemic, it was decided that introducing detailed regulations aiming to decrease the risk of the spread of infectious diseases and to counteract its negative consequences in that regard is required to minimise the risk of coronavirus infection.

Procedures
The draft amendment proposes to supplement the regulation regarding the obligation to develop organisational regulations for each social welfare home. In accordance with the regulations contained in the current regulation, the organisational structure, and the detailed scope of tasks for each type of home shall be defined by the organisational regulations developed by each Director, subject to an approval of the local government authorities, and in the case of a community house - subject to an approval of the head of the commune, the mayor or the president. In the event that the social welfare home is managed by a non-governmental actor, the organisational regulations shall be developed by the actor.

The proposed amendments aim to implement an obligation to develop an appendix to the organisational regulations - procedures which must be followed in the state of an epidemic hazard or the state of an epidemic. In particular, these regulations would concern the procedure to be followed in the event of a suspected infection or an infection, the matters related to the provision of care and living services, the rules for admitting new residents, training the  
personnel employed at the social welfare home and providing the residents with the necessary information.

Sharing information
In addition, the draft assumes that the Director of the home or an employee appointed by the Director shall maintain direct contact with the relevant authorities and bodies having jurisdiction over the home in order to share information on the epidemiological situation at the home as well as the are where the home is situated, informs the personnel and the residents about the current regulations and recommendations and also monitors the provision of the required personal protective equipment to the home and takes appropriate action to supplement the equipment if necessary.
