Communication No. 66 concerning the entries in the national sanctions list of persons and entities subject to specific restrictive measures
On 26 September 2023, the General Inspector of Financial Information decided to include Abdallah Makki Muslih al-Rufay’i (al-Rufay’i) and Abu Bakr ibn Muhammad ibn ‘Ali al-Mainuki (al-Mainuki) on the list of persons and entities subject to specific restrictive measures referred to in Article 120.1 of the Act of 1 March 2018 on counteracting money laundering and terrorist financing.
The list and decisions of the GIFI are published on https://www.gov.pl/web/finanse/list-of-persons-and-entities-to-whom-is-applying-separate-restrictive-measures-on-the-basis-art-118-act-of-1-March-2018-on-anti-laundering-money-and-financing-terrorism.
Entries on the list were made at the request of the Embassy of the United States of America. Decisions on alerts were preceded by an interinstitutional assessment of the proposal by the Financial Security Committee.
The General Inspector of Financial Information reminds that in accordance with Art. 118.1.2 of the above-mentioned Act, obligated institutions apply specific restrictive measures to persons and entities indicated on the list. They consist in freezing assets and refraining from making them available to persons and entities indicated on the list. The obligation to freeze asset values applies to the values owned, held, controlled directly and indirectly by the persons and entities listed, as well as the benefits derived from those values. The prohibition on making assets available also includes a prohibition on indirectly making them available to persons indicated on the list. In the event of the application of specific restrictive measures, obligated institutions are obliged to immediately provide relevant information to the GIFI.
