The protection of policyholders
The Polish Financial Supervision Authority
Insurance undertakings and reinsurance undertakings that pursue activity in the territory of the Republic of Poland are supervised by the Polish Financial Supervision Authority. The scope and rules of this supervision are set out in the Act of 21 July 2006 on financial market supervision.

The Insurance Guarantee Fund
The Insurance Guarantee Fund is an institution operating under the provisions of the Act of 22 May 2003 on compulsory insurance, the Insurance Guarantee Fund and the Polish Motor Insurers' Bureau and the Fund's statute.
The Fund's tasks shall include meeting claims arising from the compulsory Third Party Liability (TPL) insurance of motor vehicles owners and the compulsory TPL insurance of farmers for damages on the territory of the Republic of Poland causing:
- personal injury in circumstances substantiating the motor vehicle owner's or driver's civil liability, but their identity have not be determined,
- property and personal damage when the motor vehicle owner or the farmer were not covered by the compulsory TPL insurance.
The Insurance Guarantee Fund is responsible for controlling methods of the execution of the legal obligation to conclude the compulsory TPL insurance contracts of motor vehicles holders and the compulsory TPL insurance of farmers, as well as for enforcement of fees from those that not meet this legal obligation.
Moreover, in case of bankruptcy of insurance undertaking, the Insurance Guarantee Fund is obliged to satisfy claims arising from the compulsory insurance:
- TPL of motor vehicles owners,
- TPL of farmers,
- farm buildings,
- particular professions (for instance: notaries, tax advisors), as well as from life insurance in the amount of 50% of the liability (no more than the equivalent of the amount of 30 000 EURO in PLN).
The Insurance Guarantee Fund is also the information center for the purposes of register of:
- concluded compulsory TPL insurance contracts of motor vehicles owners and auto-casco insurance,
- participants of the events resulting in liability of insurance undertaking arising from concluded compulsory TPL insurance contracts of motor vehicles owners,
- events resulting in liability of insurance undertaking arising from concluded auto-casco insurance contracts.
The Insurance Guarantee Fund is subject to the supervision of the Minister competent for financial institutions.

The Polish Motor Insurers' Bureau
The Polish Motor Insurers' Bureau is an institution operating under the provisions of the Act of 22 May 2003 on compulsory insurance, the Insurance Guarantee Fund and the Polish Motor Insurers' Bureau and the Bureau's statute.
The Polish Motor Insurers' Bureau associates insurance undertakings, which provide the compulsory Third Party Liability (TPL) insurance of motor vehicles owners against any damage resulting from driving these vehicles outside the territory of the Republic of Poland.
The Polish Motor Insurers' Bureau is obliged to:
- issue insurance documents that are valid in other countries,
- conclude agreements with its foreign national bureaus on mutual recognition of insurance documents and on meeting claims arising from international movement of motor vehicles,
- organize claim settlement or direct settlement of claims on the territory of the Republic of Poland caused by the motor vehicles owners being registered abroad, possessing the valid insurance documents issued by foreign national bureaus.

The Financial Ombudsman
The rules for handling complaints by customers of financial market entities (including insurance undertakings) and the rules of activities of the Financial Ombudsman are set out in the Act of 5 August 2015 on complaints handling procedure by financial market entities, on the Financial Ombudsman and on the Financial Education Fund.
Financial Ombudsman's tasks shall involve taking action to protect the customers of financial market entities (including insurance undertakings).
