Improving the dialogue between the public sector and innovators is the overriding goal of GovTech Polska. We create a bridge connecting public administration with entrepreneurs, startups, the scientific community, and citizens. 

GovTech Polska was created to find innovative technological solutions directly responding to the specific challenges of the Polish public sector. This is the missing element of the innovation ecosystem to which we are opening the public sector in Poland. 

The main objective of the program is to increase the efficiency of implementing innovations by the public sector in dialogue with the society, private and foreign sectors. It is connected with the implementation of best practices and coordination of the state policy in the field of innovation. 

Thanks to the help of the GovTech team, the Polish administration: 

  • Will create their own challenges tailored to the needs of the individual; 

  •  Will develop an idea in the Digital Administration Sandbox; 

  • He will benefit from business and advisory consultations; 

  • It can obtain financing for the implementation of a ready idea under the e-Pionier competition; 

  • It will be directed to the already existing solutions corresponding to their needs;

Consultancy

A universal advisory and consulting service is available to units of the central sector. A public institution reports a problem and the GovTech team helps in identifying the needs and defining them technically. The purpose of consulting is to ensure efficient problem development and the possibility to solve it. We verify the design assumptions with the market, define tasks together with an action plan. We check the assumptions of the work with the contractor, provide access to our GovTech resources, and connect public and private sector entities. We show how to reach the appropriate decision-making centers.

GovTech competitions

Competitions are a structured method of obtaining high-risk solutions. They rely on the safe conduct of public procurement and obtaining a personalized technological solution from Polish innovators along with their implementation. The GovTech team is an intermediary between the administration and the private sector.

GovTech Polska competitions help in the preparation of public procurement in the IT area in accordance with the Law on Public Procurement. We do not expect ready-made solutions. All you need to do is define the problem and our team will verify whether it is possible to solve it using innovative methods. We offer a number of consultations that will facilitate the transition through the procurement process in accordance with the PPO and will allow you to create a challenge tailored to the needs of the public entity. Independent specialists working on a given market on a daily basis participate in an organized Technical Dialogue, moderated by GovTech Polska, during which technical aspects will be refined. Ultimately, the challenge (competition) will be posted on the GovTech Competition Platform - the only place where administration challenges are available to the private sector. 

A contractor is selected in a two-step process to prepare a solution and receive a budget for its implementation. Contrary to regular orders, competitions allow you to obtain innovative products not only from large and well-known companies but above all to involve smaller domestic entities. This is why the average GovTech Polska competition attracts approx. 50 contractors (approx. 20 times more than the average tender) - mainly start-ups and small companies.

Hackathons

It is a method of quickly reviewing possible solutions to a specific problem. It is a stationary or online event, during which participants have several dozen hours to solve the task. The teams participating in the hackathon have to present a prototype of a technological solution for a specific challenge submitted by the public sector. They have a strictly defined time to complete the task, which requires intensive and creative work. 

We encourage public sector entities to partner and jointly organize the event. 

Non-technical brainstorming - Service Jam

Civic brainstorming is a new way of opening the state to the ideas of talented people and inviting them to jointly solve socially significant challenges, improve the living conditions of citizens, or the effectiveness of the public sphere. More information can be found on the website.

Financing

Consulting and advisory services are financed by the Chancellery of the Prime Minister. Contests, brainstorming, and hackathons are financed from the institutions' own funds.
