On October 22nd, 2019, the Council of Ministers adopted a resolution on the GovTech Polska Program. 

The main goal of the program is to increase the efficiency of innovation implementation by the public sector. This is to take place in consultation with the public, the private sector, and the international community.  

The three most important areas of activity were identified:  

  • Development of innovative models for obtaining information about the needs of the citizens and suggestions for satisfying them from citizens within public institutions. The projects implemented under the program are to create mechanisms for dialogue with the public enabling the public sector to obtain reliable information about their needs and to use knowledge about the functioning of the public sector to facilitate the implementation of citizens' ideas. 
  • Co-financing or financing of innovative projects improving the effectiveness of the public sector with particular emphasis on solutions improving the interactions of citizens and entrepreneurs with public institutions. 
  • Increasing the public sector expertise regarding innovation and popularizing currently existing good practices in institutions. It also aims to support currently existing programs of other institutions regarding innovation through additional financing or expert support.  

The program is implemented by the GovTech Polska Program Team, working at the Prime Minister’s Office, which has been testing the methodology adopted for the implementation of the program for over a year. This methodology primarily assumes a modular approach, i.e. conducting pilot studies before the implementation of a given idea on a larger scale. Thanks to this, the risk of failure is minimized and the funds that would otherwise be spent on much more expensive improvements to the final system are saved.   

As part of the program, it is possible to co-finance activities undertaken by central and local public institutions, as well as grant grants under previously formulated principles. The program will also enable entering into international agreements and the financing of international projects aimed at achieving the program's objectives.
