Where to apply?

You can apply for a passport at any Polish consular post. Please remember that you apply for and collect your new passport at the same consular post.

Do I have to submit the documents in person?

Passport applications must be submitted in person.

How to book an appointment?

You can book your appointment to apply for a passport via the e-konsulat.


In cases of hardship and urgency caused by random events (such as death of a family member, sudden illness, theft or loss of documents if you are not resident in Ireland) contact the consular office by sending an e-mail to dublin.pass@msz.gov.pl to describe your situation and attach supporting documents. Remember to state your name, surname, place of residence/stay abroad and phone number in the email.

What documents do I need to submit?

You can apply for a passport electronically during your appointment at the consular post. A consular employee will prepare the electronic form, and you will confirm the accuracy of the data by signing on the designated device (Signature Pad).

PLEASE NOTE: You must attach a photo to the application. If you do not attach the photo or if it does not meet the requirements, the passport authority (consul) will not accept your application.

•    A valid passport or ID card (if issued) confirming your identity and Polish nationality.                                  

NOTE: In case of reasonable doubts as to your identity, nationality or other details necessary to file the passport application, the consul may request that you submit additional documents.  

•    A document confirming that you are entitled to a reduced fee or that you can have your passport issued free of charge (for example, a student ID, pensioner’s ID, disability pensioner’s ID, Large Family Card, etc.).

How much does it cost?

The fee for issuing a passport is EUR 140,00.

  • Fees are collected at the cash desk of the consular office when you file the application.
  • The fee is collected in cash or by credit/debit card.

The rules concerning reduced passport fees have been set out in Article 21(1) of the Act of 27 January 2022 on passports.

You are eligible for a reduced fee if you are, for example:

• a pupil, a student, or a university student aged between 18 and 26;

• a holder of a Large Family Card;

• a pensioner or a disability pensioner.

 

PLEASE NOTE: To be able to pay a reduced consular fee, you must present a document confirming your eligibility when submitting your application.

  

You are entitled to a passport free of charge in accordance with Article 22(1) of the Act of 27 January 2022 on passports if:

• you are 70 years old or over when submitting the application;

• there has been a technical defect or personal data inconsistency (for example, in your given name, surname, date or place of birth, sex, PESEL number).

What is the waiting time?

When you apply for a passport, a consular employee will give you an estimated collection date. You will also receive a written confirmation of application receipt. On the receipt you will find the passport application number, which is useful if you want to track the application online.

 

If you need an ID document urgently, for example because of a coming trip, you should also apply for a temporary passport that will cover the waiting time for the delivery of the biometric passport. You will get it sooner than the biometric one.

 

Remember! If you are planning to travel abroad with the temporary passport, check the current rules of entry and stay of foreigners in the country of destination. Make sure that you can cross the border with the temporary passport and check the required validity period (at entry and departure).

How to collect the documents?

In the consular office
You can collect your passport personally in the office in which you filed the application.
On the date of collecting the new document, bring your previous passport (or temporary passport) to the consular office – the former passport document will be voided, except for pages containing valid visas, and returned to you.
You can collect the passport (without an appointment) during following hours on:

  • Mondays 9.00-11.00 am
  • Tuesdays 3.00-4.30 pm
  • Wednesdays 9.00-11.00 am
  • Thursdays 9.00-11.00 am
  • Fridays 9.00-11.00 am

By post

Consider that you can no longer change the method of collecting the passport from personal to post once the application has been approved during your visit to the consulate.
If you choose to receive the passport by post, bring a “bubble” envelope (size A5/C5) and EUR 10 stamp(s) (one envelope for every single passport).
Remember to return the former valid passport to consular office. It will be voided before the consul sends a new one. The consul will return the voided document to you by dispatching it together with the new passport.

IMPORTANT! If you receive a passport document by post, YOU NEED TO ACTIVATE THE PASSPORT ON YOUR OWN using a dedicated electronic service. In order to activate the passport, you need Internet access, the number of your new passport and the application number (which can be found in the confirmation of filing a passport application).
If you are unable to activate the passport on your own you should notify our office (by email to: dublin.post@msz.gov.pl).

IMPORTANT! The consul will not mail your passport if you are staying outside the area of competence of the consular office that accepted the application. 
Neither can the domestic passport authority (regional governor) send a passport to someone who is staying abroad.

The consul will refuse to issue a passport on the request of:

  • a court that is conducting proceedings in a criminal case, proceedings concerning a fiscal crime, proceedings related to a minor or civil proceedings against the passport applicant,
  • an authority conducting preliminary proceedings and an authority conducting enforcement proceedings in a criminal case, including proceedings concerning a fiscal crime, against the passport applicant.

In these two cases you may not appeal against the decision of the consul refusing to issue a passport document. 

The consul refuses to issue a passport document when:

  • based on the submitted documents and available registers, the passport authority did not confirm the details of the passport applicant to be entered into the passport document which have been stated in the application to issue a passport document; 
  • based on submitted documents and available registers, the passport authority did not confirm the citizenship of the person who filed the application to issue a passport document;
  • the applicant failed to pay the required fee for a passport or temporary passport.

Refusal to issue a passport document is made by the consul by means of a decision. 

 PLEASE NOTE: The consul does not send passports to persons staying outside the consular district in which the application was filed. It is also not possible to send a passport issued by a domestic passport authority (province governor) to a person staying outside Poland.

Frequently asked questions

Can I file a passport application if my passport remains valid for a few years?
You can file an application for a new passport. Remember that you will not be eligible for a reduced fee in the following cases:

  • change of your personal details due to contracting marriage;

  • lacking space for visas and border control stamps in the passport.

My personal details have changed, do I need to apply to have my passport replaced?
Yes, you need to replace your passport if details such as your name(s), surname, date of birth, place of birth, sex or PESEL number have changed or need to be rectified. In such case, you need to apply to have your passport replaced immediately.
IMPORTANT! Your former passport will be automatically voided if more than 120 days have passed after the details found in your passport have been changed in the PESEL register.

My passport is lacking space for visas and border control stamps but remains valid for a few years. Do I need to replace it?
You are not obliged to do so. If your passport is lacking space to put in visas or stamps confirming border crossing, and you plan to travel abroad, you should file an application for a new passport.
Consider filing an application for a new passport even if you do not plan to travel in the near future in order to avoid inconveniences and hindrances if you need to make an urgent trip. Remember, however, that you will pay the full fee for the passport in such case.

Can I file a passport application if I lost my identity card and I have a new passport valid for 10 years ready to be collected in Poland?
You can file an application with the consul to issue a temporary passport to return to Poland. Remember to bring the temporary passport issued by the consul with you when you collect your new passport from the office (in Poland).

I lost my passport. What do I have to do?
If you lost your passport, you need to notify the passport authority (the consul if you are abroad) of this immediately.
Filing a passport loss notice with the consulate means that your document loses its validity as of the date of notifying the consul.
You do not need to notify passport loss personally in the consulate if you have a trusted profile, qualified certificate or e-identity card. In such cases, you can notify the loss or damage of your passport document either in writing using an electronic form or online via the provided electronic service. 
In addition, you can also notify the loss of a passport document by means of a written letter with a signature certified as your own by a public notary.
Remember! If you find the passport whose loss you have notified to the consulate, you should immediately return the document to the passport authority (the consul if you are abroad).

Is it possible to send me a new passport from another consulate or from Poland?
No, you can collect the passport solely in the office in which you filed the application.

How can I obtain a passport if I was born abroad, never had a Polish passport or identity card and never lived in Poland, but one of my parents once had a Polish passport?
In such cases, as a rule you must have your Polish citizenship confirmed. After obtaining a decision of the regional governor stating that you have Polish citizenship, you will be obliged to transcribe your foreign birth or marriage certificate. By doing so, you will obtain a copy of the Polish birth or marriage certificate.
The documents required to file a passport application in this case include your photograph, a full or abbreviated copy of a Polish birth or marriage certificate and a decision confirming Polish citizenship. You also need to produce a valid identity document with your photograph.

Do I have to apply for a replacement passport if my personal data have changed?

Yes, you must apply for a new passport if your personal data have changed or need to be corrected, including changes to your surname(s), name(s), date and place of birth, sex, or PESEL number. If this applies to you, you should apply for a new passport without delay.
PLEASE NOTE: Your current passport will automatically become invalid 120 days after the date on which your personal data were amended in the PESEL register.

Remember! The registration of foreign civil status events in Poland is mandatory if you apply for a Polish identity document or the PESEL number to be issued for you or for a child.

If you live abroad permanently, it is in the best interest of you and your loved ones to ensure that the personal data in your Polish and foreign documents are consistent.

My passport has run out of space for visas and border crossing stamps, but it expires in a few years' time. Does it need to be replaced?

There is no such obligation. If your passport has run out of space for visas and border crossing stamps and you plan to travel abroad, you should apply for a new passport. 

It may also be wise to consider applying for a new passport even if you do not have immediate travel plans, as this can help prevent difficulties in the event of a sudden trip.

 

Can the consul refuse to issue a passport?

The consul may refuse to issue a passport when:

• based on the submitted documents and available registers, the consul could not confirm the authenticity of personal data to be included in the applicant's passport, provided in the passport application;

• based on the submitted documents and available registers, the consul could not confirm your nationality;

•  you have not paid the required passport or temporary passport fee;

Furthermore, the consul may refuse to issue a passport at the request of the following competent national authorities:

•  a court conducting criminal proceedings or proceedings relating to a fiscal offence, criminal proceedings concerning a minor, or civil proceedings against you;

• an authority conducting preliminary investigation or enforcement proceedings in a criminal case, including those relating to fiscal offences against you.

What can I do if the consul refuses to issue a passport?

The consul refuses to issue a passport by way of a decision.                          

You can appeal against the decision to the Minister of the Interior through the consul. You have 14 days to lodge an appeal from the date of the delivery of the decision.

However, you cannot appeal against a refusal to issue a passport at the request of competent national authorities (a court, public prosecution service) to the Ministry of the Interior and Administration. You can appeal to the Regional Administrative Court.

Can the consul refuse to accept a passport application?

The consul may refuse to accept the application when:

1. you have not submitted a photograph meeting the necessary requirements set out in the Act on passports;

2. you refused to provide your fingerprints if providing fingerprints is required;

3. you refused to provide your signature if it is required;

4. a document confirming the authority to submit the application on behalf of a person who lacks legal capacity or has limited capacity to act in law in the case of an application filed by a legal guardian or an attorney ad litem has not been submitted.

If the above circumstances apply, the consul will not accept your application.
