Announcement following the meeting of the National Broadcasting Council (KRRiT) on 8 October 2025

Following the National Broadcasting Council meeting on 8 October 2025, the Council granted KANAŁ ZERO TV a satellite licence to distribute a television programme called 'Kanał Zero TV', and granted the Cultural Centre in Żyrardów a licence to distribute a programme on telecommunications networks. The National Broadcasting Council also extended the licences of five entities and one company's satellite licence for another 10 years. The Council also decided to amend the radio broadcasting licences of four broadcasters. The Council adopted resolutions on the transfer of licence fee funds to six public media companies.
- Satellite licence granted to KANAŁ ZERO TV Sp. z o.o., based in Warsaw, for the distribution of a universal television programme called ‘Kanał Zero TV’.
The granting of a licence for the distribution of programmes in telecommunications networks
- A licence was granted to Centrum Kultury w Żyrardowie (Culture Centre in Żyrardów) for the distribution of a universal television programme called ‘TV-ŻYR’ (the previous licence expired on 10 September this year).
The granting of a licence for a further period of 10 years for the broadcasting of radio and television programmes
- A further 10-year licence was granted to Radio Płońsk Sp. z o.o., based in Stare Gnatowice, for a universal radio programme broadcast under the name ‘PŁOŃSK’.
- PI KWADRAT Piekarski & Pietrzak Sp. z o.o., based in Rogów, for a universal radio programme broadcast under the name 'Wasze Radio FM'.
- Green Content Sp. z o.o., based in Warsaw, for a universal satellite television programme promoting active human development and a healthy lifestyle, broadcast under the name 'METRO'.
- The West Cable Television Users Association (Stowarzyszenie Użytkowników Telewizji Kablowej Zachód), based in Szczecinek, for a television programme on TVK networks under the name 'Telewizja Zachód' (West Television).
- The Słowianin Housing Cooperative (Spółdzielnia Mieszkaniowa Lokatorsko-Własnościowa ‘Słowianin’), based in Świnoujście, is producing a television programme for the TVK networks under the name ‘Telewizja Słowianin’.
Other issues addressed by the National Broadcasting Council
- Other issues addressed by the National Broadcasting Council include technical changes to radio broadcasting licences for the following stations: Muzo.fm Sp. z o.o., based in Warsaw ('Eska ROCK'); K2 WIN Sp. z o.o., based in Bolechowo ('Radio WIELKOPOLSKA');Europejskie Radio dla Białorusi Sp. z o.o. ('Europejskie Radio dla Białorusi'); and Spółdzielnia Mieszkaniowa w Śremie (television programme 'TV Relax Spółdzielni Mieszkaniowej w Śremie').
- The National Broadcasting Council adopted a resolution to extend the satellite licence held by MWE Networks LTD to include broadcasting the children's television programme 'TOP KIDS' in telecommunications networks.
- Applications were considered for changes to television programme broadcasting by Telewizja Puls Sp. z o.o., registered in Warsaw (‘Puls 2’), and Astro S.A., registered in Warsaw (change of programme name from ‘Wakacje TV’ to ‘Mój Dom’).
- The National Broadcasting Council also considered an application for a change in programming conditions by the Diocese of Kielce (Diecezja Kielecka), based in Kielce ('Radio eM Kielce').
- The National Broadcasting Council adopted a resolution to discontinue proceedings concerning Wielkopolska Telewizja Kablowa Sp. z o.o.'s consent to the sale of shares to the foreign company MWE Networks Europe Ltd.
Information on public media and revenue from radio and television licence fees
During the meeting, the National Broadcasting Council received an update on the current situation in the public media and licence fee revenues.
The Council unanimously adopted seven resolutions regarding the transfer of licence fee funds to six public media companies, following the courts' refund of these amounts from the Minister of Finance's deposit account.
These funds will be distributed as follows Polskie Radio Pomorza i Kujaw S.A. (PLN 656,990), Radio Katowice S.A. (PLN 739,600), Radio Koszalin S.A. (PLN 1,296,300), Radio Lublin S.A. (PLN 624,450), Polskie Radio Rzeszów S.A. (PLN 2,205,200), Telewizja Polska S.A. (PLN 23,562,000).
