Announcement following the National Broadcasting Council (KRRiT) meeting on 8 August 2025

On 8 August 2025, a meeting of the National Broadcasting Council was held and chaired by Dr Agnieszka Glapiak, the Council's Chair. Prof. Hanna Karp (Deputy Chair) and members Marzena Paczuska and Prof. Tadeusz Kowalski attended the meeting. Maciej Świrski did not participate in the meeting. The National Broadcasting Council is conducting its regular work without any disruptions.

At its meeting on 8 August 2025, the National Broadcasting Council adopted several resolutions regarding:

  1. Granting a licence for another 10-year period to:
  • ‘International Communication’ Sp. z o.o., within the scope of:
  • broadcasting a music-specialised radio programme under the name ‘ESKA2 Wrocław’;
  • broadcasting a universal-type radio programme under the name ‘ESKA2 Jelenia Góra’.
  • ‘Nasze Radio’ Sp. z o.o., for broadcasting a universal-type radio programme under the name ‘Nasze Radio 92.1 FM...Nostalgicznie!’
  • ‘SFERA TV’ Sp. z o.o. for broadcasting a television programme under the name ‘SFERA TV’;
  • Lesław Piotr Dorobek, within the scope of:
  •  broadcasting a television programme called ‘TV Kamienna Góra’;
  • Red Carpet Media Group S.A., within the scope of:
  • broadcasting a television programme via satellite specialising in films, series and entertainment called 'SHOW TV'.
  • TV Spektrum Sp. z o.o., within the sope of:
  • distribution of a universal -type television programme via satellite under the name ‘NOWA TV’;
  • distribution of a specialised news programme with elements of journalism, sports news and advice under the name ‘Polsat News Polityka;
  • distribution of television programmes via satellite broadcasting of a specialised musical nature under the name Eska ‘TV EXTRA’.
  1. A licence is granted to MWE Music Sp. z o.o. for the distribution of a specialised television programme aimed at children and young people entitled 'JUNIOR MUSIC HD' via telecommunications networks.
  2. A licence is granted to TVO Sp. z o.o. for the distribution of a teleshopping programme called 'MANGO' via satellite broadcasting.
  3. The Perspektiva Kaszëbskô Association has been granted consent to extend its licence to include a broadcasting station in Słupsk, with the aim of broadcasting a universal-type radio programme featuring local content and programmes for the Kashubian community in the Kashubian language under the name 'Radio Kaszëbë'.

The National Broadcasting Council also presented the results of public consultations on the use of free frequencies for the fifth nationwide digital terrestrial television multiplex (MUX-5).

These consultations, which aimed to gather opinions on the programme offer, potential participants in the competition for licences and possible changes to the existing multiplex structure, took place from 23 April to 23 May 2025.

The consultations were attended by:

  • television broadcasters,
  • technical operators,
  • industry and social organisations,
  • as well as 83 private individuals.

The main conclusions from the consultations are as follows:

  • The need to reduce frequency, broadcasting and licence fees was highlighted, as was the need to allow for greater programming flexibility to facilitate market entry and increase competitiveness.
  • Individual respondents most often called for specialised programmes to be introduced, such as films, music, programmes for children, popular science programmes, nature programmes and news programmes.
  • A significant proportion of respondents supported the idea of transferring some programmes from MUX-8 to MUX-5 due to technical difficulties with receiving MUX-8.

The MUX-5 signal can accommodate eight television programmes in high definition (HD) using the DVB-T2/HEVC standard.

The National Broadcasting Council (KRRIT) also heard of information on subscription fee revenues achieved by public radio and television, and transferred to THE public media by the KRRiT in 2025. This year, the KRRiT transferred over PLN 350 million to public radio and television companies.

The Council also reviewed the amount of airtime allocated to politicians during the presidential election campaign.

Analysis shows that, in the second quarter of 2025, politicians from the ruling coalition dominated public media airtime. Both Telewizja Polska S.A. and Polskie Radio S.A., both in liquidation, devoted the vast majority of their airtime to presenting the ruling coalition parties, leaving a much smaller share to opposition groups.

From April to June 2025, Telewizja Polska S.A. in liquidation devoted 214 hours and 42 minutes (78%) to parties forming the ruling coalition, and 60 hours and 12 minutes (22%) to opposition groups. In total, 274 hours and 54 minutes were devoted to political parties in TVP programmes in liquidation.

Between April and June 2025, Polskie Radio S.A. in liquidation devoted 56 hours and 55 minutes (65%) of airtime to coalition parties, and 31 hours and 11 minutes (35%) to opposition parties. In total, 88 hours and 6 minutes of airtime was devoted to presenting political parties in programmes on Polish Radio (‘Polskie Radio’) in liquidation.

Similar disparities in airtime were noted by the regional stations of Polish Radio in liquidation.
