The National Broadcasting Council assessed public media companies' reports on the implementation of their public mission in 2024

On 27 June 2025, the National Broadcasting Council (KRRiT) assessed the reports referred to in Article 31b(1) of the Broadcasting Act that were submitted by public radio and television entities for 2024.
The resolutions concerning the acceptance of the reports cover 10 companies:
Radio Białystok S.A., Radio RDC S.A., Radio Katowice S.A., Radio Kraków S.A., Radio Lublin S.A., Radio Opole S.A., Radio PIK S.A., Radio Poznań S.A. and Radio Rzeszów S.A.
Resolutions refusing approval of reports were made for nine companies:
Polskie Radio S.A., Radio Gdańsk S.A., Radio Koszalin S.A., Radio Kielce S.A., Radio Łódź S.A., Radio Olsztyn S.A., Radio Szczecin S.A. and Radio Wrocław S.A., as well as Telewizja Polska S.A.
The reports were not accepted due to the failure to implement the recommendations contained in last year's resolutions regarding the assessment of reports on the implementation of the public mission in 2023.
The resolutions were adopted unanimously by all members of the National Broadcasting Council.
When monitoring the implementation of recommendations concerning statutory genre categories, spoken-word programmes, regional topics and the tasks and duties listed in Articles 21(1a) and 21(2) of the Broadcasting Act in public media companies, it was decided that failure to implement the recommendations would be defined as a reduction of more than 20% in relation to the amount specified in the plan. However, with regard to the time dimension and the size of the shares of the other recommendations, e.g. the statutory share of Polish songs, screen quotas, facilities for persons with disabilities and programmes for national and ethnic minorities, as well as the provisions of the charter of duties, it was assumed that they should be implemented fully (100%).
Polskie Radio S.A. refused to accept the report on the implementation of the public mission in 2024 due to the incorrect determination of revenues, referred to in Articles 31(1)(1) and (2) of the Broadcasting Act in the reporting year, as well as the surplus referred to in Articles 31(7) and (8) of the Broadcasting Act from the previous reporting year.
The company did not include the full amount of the 2023 surplus. It only reported a surplus of PLN 6,877,000, whereas the total surplus for 2023 was actually PLN 48,614,000. The company did not settle the remaining amount of PLN 41,737,000.
