The National Broadcasting Council (KRRiT) communique after the meeting of 10 September 2025

Due to the current national security situation, the National Broadcasting Council unanimously adopted a resolution appealing to the Minister of Culture and National Heritage to immediately terminate the process of liquidating public media companies.

The Council also appealed for these companies to receive stable and sufficient funding. In situations that threaten national security, public media outlets, which form part of critical infrastructure, are obliged to provide Polish citizens with fast, reliable and complete information.

In view of the current situation, the National Broadcasting Council (KRRiT) is analysing the legal possibilities for transferring subscription fee funds to public media. Currently, these funds are held in a deposit account with the Ministry of Finance.

At its meeting on 10 September 2025, the National Broadcasting Council adopted several resolutions, including:

  1. Granting a 10-year licence for the broadcasting of radio programmes to:
  • The Association of Graduates of Higher Management Schools, 'NASZA EUROPA' ('Radio Kwidzyn'), for broadcasting a universal-type radio programme containing various genres and forms, as well as a variety of topics, with local content concerning Kwidzyn and other localities covered by the broadcast range.
  • Grzegorz Sławomir Cebula (Radio Zawiercie 96.4 FM) for broadcasting a universal-type radio programme (i.e. a programme containing various radio genres and forms, covering a variety of issues), with local content concerning Zawiercie and other localities covered by the broadcast range;
  • Andrzej Kopczyński (Radio Calisia 89.9 FM) for broadcasting a universal -type radio programme (i.e. a programme containing various radio genres and forms, covering a variety of topics), with local content concerning Kalisz and other localities covered by the broadcast range.
  1. Radio broadcasting licence extensions:
  • The Diocese of Tarnów, based in Tarnów, for broadcasting a socio-religious radio programme called 'RDN Małopolska', now also broadcasting from Bochnia.
  • Radio Weekend Sp. z o.o. (‘WEEKEND FM’) for broadcasting a universal-type radio programme with local content concerning Starogard Gdański.
  1. The Council also upheld its decision to grant EL RADIO Sp. z o.o. a licence for the radio programme On Radio.
  2. The National Broadcasting Council also received an update on the situation in public media and subscription fee revenues. The KRRiT reviewed the programming and financial plans of public radio and television entities. The KRRiT criticised the reduction of regional issues on Polish Radio's regional stations and the reduction of spoken content on Polish Radio 24, as well as the reduction of separate programming slots in TVP's regional centres.
  3. The National Broadcasting Council (KRRiT) adopted a resolution regarding the distribution of subscription fee revenues among public radio and television entities in 2026.

The Council also made several decisions regarding changes to the technical parameters of television broadcasting licences, as well as the transfer of rights between entities, due to the merger of radio companies.
