The participation of ruling and opposition parties in public media programmes in the third quarter of 2025

The average share of airtime devoted to ruling and opposition parties in all public media companies was 62% and 38%, respectively, in the third quarter of 2025. This information is based on the monitoring of political party participation in public radio and television programmes, and is derived from data provided to the National Broadcasting Council (KRRiT) by broadcasters. As in previous reporting periods this year, the analysis shows that ruling parties dominated airtime over opposition parties.

‘Monitoring data confirms that, in the third quarter of this year, the ruling parties received significantly more airtime than opposition groups. This disparity affects the way public debate is shaped and citizens’ access to diverse points of view. The National Broadcasting Council (KRRiT) will continue to analyse these trends and remind broadcasters of the need to ensure pluralism in public programmes’, said Dr Agnieszka Glapiak, Chairwoman of the National Broadcasting Council.

Significant disparities in average airtime share are evident

The average airtime devoted to ruling and opposition parties in all public media companies remained at the same level in the third quarter as in the second quarter: 62% for ruling parties and 38% for opposition parties.

 

The largest disparities in favour of the ruling parties were recorded in:

  • Telewizja Polska SA in liquidation (81% to 19%),
  • Radio Łódź SA (69% to 31%),
  •  Radio Lublin SA, Radio Rzeszów SA and Radio Zachód SA (66% to 34%),
  •  Radio Koszalin SA and Radio Olsztyn SA (65% to 35%), and
  •  Polskie Radio SA in liquidation (63% to 37%).

 

The smallest advantage for the ruling parties, and thus the highest share for the opposition parties, occurred in:

  • Radio Białystok SA (53% to 47%),
  • Radio Szczecin SA (55% to 45%),
  • Radio Katowice SA (56% to 44%),
  • Radio Gdańsk SA and Radio Poznań SA (58% to 42%),
  • Radio Opole SA (59% to 41%).

 

The time limits for presenting the positions of political parties in public radio and television programmes are specified in §3(4) pts. (1) and (2) of the KRRiT Regulation of 24 April 2003 concerning the procedure for presenting the positions of political parties, trade unions, and employers’ associations on key public issues.
