What you should know and who can use the service
Everyone has the right to receive excerpts and extracts from the Study of Conditions and Directions of Spatial Development – in accordance with Article 30(1) of the Act of 27 March 2003 on spatial planning and development. Therefore, if you wish to obtain an excerpt or extract from the study, you do not need to provide a reason or justify your application. You may apply for an excerpt and extract from both the current and archived versions of the study.

Step-by-step instructions
1. Prepare and submit the application
- Before submitting the application, you may obtain information at the city or municipal office about the amount of the stamp duty.
- If the application is incomplete, e.g. the stamp duty has not been paid, the office will inform you of the need to correct the deficiencies within a specified time. If you fail to do so, you will not receive the excerpt and extract.
- If the municipality does not have an adopted study, the office will inform you that it cannot issue the excerpt and extract. In such a case, you may apply for a refund of the stamp duty.

The regulations do not specify what the application should contain. In the application, provide your personal data (including e.g. phone number or email address for quick contact) and cadastral data of the property to which the excerpt and extract from the study should apply (plot registration number).

2. You will receive an excerpt and extract from the Study of Conditions and Directions of Spatial Development
- If you paid too little when submitting the application, you will be informed. You will receive the excerpt and extract after paying the outstanding amount.
- If you want to check whether you overpaid for the excerpt and extract, you can obtain this information when collecting the documents. If you wish to recover the overpaid amount, submit a refund application. Note that stamp duty is non-refundable after five years – counting from the end of the year in which the payment was made.

How much will you pay
1. The amount of the fee depends on the number of pages in the excerpt and extract.
1) Fee for excerpt:
- up to 5 pages – PLN 30
- more than 5 pages – PLN 50
2) Fee for extract: PLN 20 for each full or started part corresponding to an A4 page – no more than PLN 200
The total fee for the excerpt and extract cannot exceed PLN 250.
2. Submit proof of payment of stamp duty no later than 3 days after submitting the application – in accordance with § 3(1) of the Regulation of the Minister of Finance of 28 September 2007 on the payment of stamp duty. As proof of payment, you may attach a printout confirming the bank transaction. In the case of an excerpt and extract from the study, calculating the fee may be somewhat difficult. It is not always known how many pages the excerpt and extract will contain. You may contact the office before submitting the application to find out how much to pay. Sometimes – after submitting the application – the office will inform you of the fee amount. Some authorities charge a so-called minimum fee, and you will pay the difference after the final amount is determined.
How long will you wait
You will receive the excerpt and extract within 7 days to one month.
How to appeal
The law does not provide for the possibility of appealing the content of the received excerpt and extract.
