What you should know and who can use the service
Everyone has the right to obtain extracts and drawings from the local spatial development plan — you do not need to justify your application. You may request an extract and drawing from both the current and archived plans.
An extract and drawing from the local spatial development plan are necessary for:
- obtaining a building permit
- property valuation

Submit the application to the city or municipal office in the area where the property is located.
Some local governments allow the matter to be handled electronically via their websites. To do so, check the information on the website of the relevant municipality or city with county rights.
Step-by-step instructions
1. Prepare and submit the application
Submit the application to the city or municipal office appropriate for the location of the property.
If the application is incomplete, the office will inform you of the need to correct the deficiencies within a specified deadline. If you fail to do so, you will not receive the extract and drawing.
The office will check whether a local plan is or was in force for the area covered by the application. If no such plan is or was in force for the requested area, the office will inform you that it cannot issue the extract and drawing.
In such a case, you may apply for a refund of the stamp duty.

There are no regulations specifying what the application should contain. Include your personal data (e.g. phone number or email address for quick contact) and cadastral data of the property to which the extract and drawing from the local spatial development plan should apply (plot registration number).

There is no single official application template. The attached template is for reference only.
Before submitting the application, it is worth checking whether the relevant city or municipal office has provided its own template on its website.
The office may require a copy of the cadastral map covering the plot or access to it.
2. You will receive an extract and drawing from the Local Spatial Development Plan
The office will issue the extract and drawing from the local spatial development plan if the application has been correctly completed and the appropriate stamp duty has been paid.
If you paid too little when submitting the application, you will be informed. You will receive the extract and drawing after paying the outstanding amount.
If you want to check whether you overpaid for the extract and drawing, you can obtain this information when collecting the documents. If you wish to recover the overpaid amount, submit a refund application.
Please note that stamp duty is non-refundable after five years — counted from the end of the year in which the payment was made.
The extract and drawing from the local spatial development plan are issued in paper form.

What is the fee for the extract and drawing?

Stamp duty for the extract:
- up to 5 pages – 30 PLN
- more than 5 pages – 50 PLN

Stamp duty for the drawing:
- 20 PLN for each full or started part corresponding to an A4 page – no more than 200 PLN
The total fee for the extract and drawing cannot exceed 250 PLN.
In the case of an extract and drawing from the local plan, determining the exact amount to be paid may be difficult, as the number of pages is not always known in advance. Before submitting the application, you may contact the office to check the amount due.
Sometimes — after submitting the application — the office will inform you of the fee amount. Some offices charge a minimum fee, and any difference is paid after the final amount is determined.
Important! Public benefit organizations, budgetary units, and local government units are exempt from stamp duty.
When to pay:
Proof of payment must be submitted to the office within 3 days of submitting the application. A printed bank transfer confirmation is acceptable.
Where to pay:
To the bank account of the city or municipal office to which you are submitting the application (you can find the account number on the office’s website).
For example, if you are submitting the application to the Poznań City Office, the payment must be made to the account of the Poznań City Office.
- Stamp duty for the power of attorney (optional): 17 PLN
If you submit a power of attorney to the office, you must pay the fee. You are exempt from the fee if the power of attorney is granted to a spouse, child, parent, grandparent, grandchild, or sibling.
The stamp duty for the power of attorney should be paid to the account of the city or municipal office where the power of attorney is submitted (check the account number on the office’s website).
For example, if you submit the power of attorney to the Poznań City Office, the payment must be made to the account of the Poznań City Office.
Duration of the process
You will receive the extract and drawing within 7 days to one month.
How to appeal?
The law does not provide for the possibility of appealing the content of the received extract and drawing.
