What You Should Know and Who Can Use the Service

What is a micro-system

If you invest in renewable energy sources, you will be able to generate energy for your own needs and become independent from rising energy prices. Green energy helps protect the environment and its resources are inexhaustible.

That’s why interest in using micro-systems is growing. These are systems with a total installed electric capacity not exceeding 50 kW. This refers to the rated power of a device used to generate energy, such as a generator, photovoltaic cell, or fuel cell. Such a system is connected to a power grid with a rated voltage lower than 110 kV. A micro-system may also be a RES system with a thermal output in cogeneration not exceeding 150 kW, provided that the total installed electric capacity does not exceed 50 kW.

When to notify about a micro-system

Notify the operator about connecting a micro-system if:
  • it meets the criteria for this type of system
  • its installed capacity does not exceed the connection capacity
Note that the type of contract you have with the operator depends on whether you are:
  • a prosumer – a final customer who uses energy solely for their own needs
  • an entrepreneur

If you generate electricity in a micro-system, you do not need a license.

Who should install the micro-system

Make sure that the installer has the appropriate qualifications. Ideally, they should hold a certificate authorizing them to install renewable energy systems or a valid qualification certificate for operating equipment, installations, and networks.

Where to check technical and operational requirements

Before building a micro-system, check the technical and operational requirements for connecting it to the grid. This includes ensuring proper operation, maintaining energy quality parameters, and meeting environmental protection requirements. Also, make sure the system’s capacity is selected so that as much of the generated energy as possible is used for your own needs—this makes the solution more cost-effective.

Step-by-step Instructions

1. Inform the operator about connecting the micro-system to their power grid

Submit the notification using the template provided below or the one available on your operator’s website. Make sure the application includes all required attachments.

The application must include:

  • Electrical installation diagram showing the micro-system connection method
  • Technical parameters, operational and performance characteristics of the connected devices, installations, or networks, including technical specifications/catalog cards of generation and conversion devices
  • Equipment certificate meeting NC RfG requirements issued by an authorized certification body, or a declaration of conformity as specified in the conditions and procedures for using certificates published by the relevant system operator, or a simplified compliance test report
  • Authorization/power of attorney* for the person(s) authorized by the applicant/submitter* to act on their behalf
  • Electricity purchase agreement with a supplier (if the applicant/submitter* intends to sell electricity to a selected or obligated supplier)
  • Statement of legal title to the property where the investment is planned and to the micro-system specified in the notification
  • Installer’s statement confirming their qualifications, compliance of the connection with applicable regulations and technical standards
  • Additional attachments from the applicant/submitter*, especially regarding circumstances that may affect the safety of the micro-system or the grid

Note: A new template for the application to determine connection conditions / notification of micro-system connection has been in effect since June 14, 2023. If you submitted your application before this date and it has not yet been processed, you will be asked to update it to meet the new requirements.

Deadline

Notify the operator at least 30 days before the planned connection date.

2. The operator will assess your notification formally and substantively

If your notification is incomplete, the operator will ask you to provide missing information and set a deadline for corrections. This deadline cannot be shorter than 30 days.

3. The operator will confirm your notification and connect the micro-system

If your notification is correct, the operator will confirm its acceptance.

The operator will inspect the technical condition of your micro-system. Then they will install a protection system and a remote reading meter. Finally, they will connect your micro-system to the grid.

Note: You will not be charged for the grid connection. The operator will install the equipment at their own expense.

4. Settle matters related to the comprehensive agreement or energy sales and distribution agreements

If you want to feed the generated electricity into the grid, remember to:

  • sign or update a comprehensive agreement – only if you are a prosumer
  • sign an energy sales and distribution services agreement – in other cases

Deadline

Handle the agreement matters after receiving confirmation of your notification from the operator.

Fees

The service is free of charge. Additional fees may apply only if the service is carried out by a proxy.

Waiting Time

The operator will connect your micro-system within 30 days from the date of confirming receipt of your notification.

How to Appeal

You may submit an appeal to the President of the Energy Regulatory Office (President of URE) if the operator:

  • refuses to connect your micro-system
  • fails to connect it within the designated time frame, i.e. within 30 days from the acceptance of your notification
  • unjustifiably limits the energy supply or disconnects your micro-system from the grid

Submit your application to the regional branch of URE that corresponds to the location of your micro-system. Attach all documents related to your case.

After conducting the proceedings, the President of URE issues an administrative ruling. It specifies the terms under which energy supply may begin or resume until the final resolution of the dispute.

If you disagree with the ruling, you may appeal to the District Court in Warsaw – the Court of Competition and Consumer Protection.

Please note: The President of URE does not handle disputes related to already signed contracts.
