What you should know and who can use this service
In certain situations, before you start using a building structure, you must notify the State Sanitary Inspection (PIS) of the completion of construction and your intention to begin using the facility.
You are required to notify the PIS if:
- your investment requires an occupancy permit
- you have completed construction that does not require an occupancy permit, but the building design required approval in terms of hygiene and health requirements
Check which building structures require an occupancy permit and how to obtain one.
If your investment required a building permit, the decision will indicate whether an occupancy permit is necessary.
When should you handle the matter
You should submit the notification before starting to use the building structure, that is, before submitting an application for an occupancy permit or a notification of construction completion to the building supervision authority.

Submit the notification to the sanitary and epidemiological station competent for the location of the completed building.
In most cases, the notification to the PIS regarding the completion of construction should be submitted to the State District Sanitary Inspector.
Notifications concerning buildings located in border crossing areas (road, rail, air, river, and sea), airports and seaports, and floating units in territorial waters under the supervision of the Border State Sanitary Inspector must be submitted to the Border State Sanitary Inspector.

You can submit the notification in writing or electronically by sending a general letter to the ePUAP inbox of the relevant sanitary and epidemiological station.

There are no specific regulations regarding the content of the notification or the documents to be attached. In practice, the notification includes information about the investment, such as: the investor’s name or company name, address or registered office, type of investment, address and cadastral data of the property, building permit decision number, and case reference number.

There are no specific regulations on which documents must be attached to the notification.
In most cases, the investor should attach:
- a statement from the construction manager confirming that the building was constructed in accordance with the building design or the building permit conditions and regulations
- a statement from the construction manager regarding the construction products and materials used, or documents confirming their approval for use
- water test results taken by an authorized person from the internal installation of the building
- air quality test results for facilities such as kindergartens, nurseries, schools, and hospitals
- opinions on the functionality, tightness, and independence of flue gas and gravity ventilation ducts
- protocols of ventilation/air conditioning performance measurements regarding the volume of ventilation air, prepared by persons with appropriate construction qualifications
- noise measurements for public utility buildings or multifunctional buildings (with permanent human occupancy)
- approvals for deviations from technical conditions issued by the State Sanitary Inspection authorities
Contact the sanitary and epidemiological station where you will submit the notification to verify what it should include and which documents should be attached. You can also find relevant information and downloadable templates on the websites of individual sanitary and epidemiological stations.

2. The State Sanitary Inspection will verify the completeness of the notification
The State Sanitary Inspection will check whether the notification is complete. If it is not, you will be informed of the need to correct it. Submit the corrected notification to the same sanitary and epidemiological station.
Important! A representative of the State Sanitary Inspection should contact you to arrange a date for the inspection of the building structure covered by the notification.
3. The State Sanitary Inspection will inspect the building and take a position
The State Sanitary Inspection will inspect the reported building and verify its compliance with the building design in terms of hygiene and health requirements.
During the inspection, the State Sanitary Inspection may request to review documents confirming that the building was constructed in accordance with the regulations.
For example, the PIS may review:
- the building design
- the construction manager’s statement on compliance with the building design or permit conditions and regulations
- acceptance and inspection protocols for individual networks, installations, and equipment
To find out which documents you should provide during the inspection, contact the sanitary and epidemiological station where you submitted the notification.
If the State Sanitary Inspection finds non-compliance with the building design, it may raise objections or oppose the use of the building. In such a case, you will be required to make the necessary corrections.
Even if the building was constructed in accordance with the design, but does not meet hygiene and health requirements in a way that endangers life or health, the State Sanitary Inspection may object to the commissioning of the building.
If the State Sanitary Inspection does not take a position within 14 days from the date of receiving the notification, it is considered that no objections or comments have been raised. In such a case, you may prepare a statement confirming the lack of objections or comments from the State Sanitary Inspection and attach it to the application for an occupancy permit or the notification of construction completion.
What is the fee for the notification?
The amount of the fee depends on the number and complexity of the activities carried out by the State Sanitary Inspection during the inspection.
To determine the exact fee, contact the sanitary and epidemiological station where you are submitting the notification of construction completion.
Stamp duty for power of attorney: PLN 17 (optional)
If you submit a power of attorney to the office, you must pay the stamp duty. You are exempt from this fee if the power of attorney is granted to your spouse, children, parents, grandparents, grandchildren, or siblings.
Where to pay:
Pay the stamp duty for the power of attorney to the bank account of the city or municipal office competent for the location of the authority to which you are submitting the power of attorney. You can find the account number on the website of the relevant city or municipal office.
For example, if you submit the power of attorney to the Poznań City Office, the payment should also be made to the account of the Poznań City Office.
Duration of the process
The State Sanitary Inspection should take a position within 14 days from the date of receiving the notification. If no position is taken within this period, it is considered that no objections or comments have been raised regarding the commissioning of the building.
It is advisable to contact the State Sanitary Inspection after the deadline to confirm whether a position has been taken.
Note: The 14-day deadline does not apply to proceedings initiated ex officio. In such cases, the deadlines specified in the Code of Administrative Procedure apply.
How to appeal?
You may appeal against a decision of objection to the commissioning of the building or structure you have constructed or reconstructed.
Appeal authorities:
- If the decision was issued by a State District or State Border Sanitary Inspector – the appeal authority is the State Voivodeship Sanitary Inspector
- If the decision was issued by a State Voivodeship Sanitary Inspector – the appeal authority is the Chief Sanitary Inspector
