Reporting Air Navigation Obstacles

General Information
- Aviation Law Act of 3 July 2002 (Journal of Laws 2020, item 1970)
- Regulation of the Minister of Infrastructure of 12 January 2021 on air navigation obstacles, obstacle limitation surfaces, and hazardous devices (Journal of Laws 2021, item 264)
Entities responsible for reporting air navigation obstacles to:
- the President of the Civil Aviation Authority,
- the Minister of National Defence,
- and the minister responsible for internal affairs:
- the property owner, perpetual usufructuary, or a person holding limited property rights to the land, depending on who actually manages the property where the obstacle is located;
- the airport operator or the organizational unit managing an airport listed exclusively in the register of military airports and landing sites, or in the register of airports and landing sites for public order aviation, within whose obstacle limitation surfaces the obstacle is located;
- an entity that has obtained permission to construct or operate artificial islands, structures, or devices in Polish maritime areas.
Obstacles subject to reporting to the President of the Civil Aviation Authority include, in particular:
- those exceeding the height limits defined by designated obstacle limitation surfaces;
- those with a height of 100 meters or more above the surrounding terrain or water level, located within the territory of the Republic of Poland or within its exclusive economic zone, including movable objects located outside or within the obstacle limitation surfaces but not exceeding the height limits defined by those surfaces;
- those located within the runway strip, regardless of their height;
- other objects not listed in points 1–3, which have been recognized by the President of the Civil Aviation Authority, the Minister of National Defence, or the minister responsible for internal affairs as air navigation obstacles due to potential threats to aircraft operations.
Information that must be included in the air navigation obstacle report
- contact details of the reporting entity: full name, company or organization name, address, phone number, email address;
- date of submission;
- name of the object;
- description of the object;
- location details of the object and its highest point, provided in the World Geodetic System 1984 (WGS-84) coordinate system, with a recording resolution of 1/100 second, as well as the cadastral parcel number, geodetic district, and name of the locality;
- contour details of the object provided in WGS-84 coordinates, with a resolution of 1/100 second – applicable when the object’s contour is not circular and the distance between the central point and the furthest point is at least:
– 10 meters – for objects located within obstacle limitation surfaces, or
– 50 meters – for objects located outside obstacle limitation surfaces; - relative height of the object’s highest point, with a resolution of 1/10 meter, and absolute height of the highest point including dominant elements, also with a resolution of 1/10 meter, in accordance with the PL-EVRF2007-NH geodetic height system;
- elevation of the terrain at the object’s location, relative to sea level, with a resolution of 1/10 meter, in accordance with the PL-EVRF2007-NH geodetic height system;
- description and diagram of planned daytime marking, including lamp model if applicable;
- description and diagram of planned nighttime marking, including lamp model;
- estimated date when the object will reach its final height;
- estimated dates when the object will reach 100 meters above ground/water level or exceed the height limits defined by obstacle limitation surfaces;
- map:
– at a scale of no less than 1:5000 with the object’s contour marked – for objects located within airport boundaries;
– at a scale of 1:25,000 with the object’s central point marked – for objects located within obstacle limitation surfaces;
– schematic map with the object’s contour and central point marked – for objects located outside airport boundaries; - dimensioned vertical projections of the object showing its shape.
If additional information is required to process the application, the applicant will be notified of the need to supplement the submitted documentation.

Method of data submission:
- The obstacle reporting form (current file available via the link above);
- Map;
- Photo of the existing obstacle (for wind farms or clusters of turbines, one overview photo may be submitted);
- Geodetic report (measurement log + sketch with measurement/coding of survey points);
- Dimensioned vertical projections of the object showing its shape.
The completed obstacle reporting form, signed with a qualified electronic signature, trusted signature, or personal signature, along with attachments, should be submitted via ePUAP.
If ePUAP is not available, the FORMULARZ.xls file and attachments should be compressed into a single .zip file and sent to: kancelaria@ulc.gov.pl. The signed documentation by the owner and surveyor must then be delivered/sent to the office by post.
