Does the installation of a heat pump have to be reported?

The fact of having a heat pump should be reported through an appropriate declaration regarding heat sources or sources of fuel combustion by the owner or manager of the building or apartment to the commune administrator (Polish: wójt) or mayor (CEEB declaration).

What is CEEB?

The Central Register of Building Emissions (CEEB) is kept by the minister competent for construction, planning, spatial development and residential housing and it is an ICT system where data regarding heat sources – including feed of the heating system – used in the building or apartment are gathered based on Article 27a of the Polish Act on Supporting Thermal Modernisation and Renovations and on the Central Register of Building Emissions of 21 November 2008.

When should the declaration be submitted?

The declaration must be submitted within 14 days of the start-up of this heat source or fuel combustion source. And if the operation of the heat source started before 1 July 2021, the declaration had to be submitted by 30 June 2022.

In what form does the declaration have to be submitted?

The declaration is submitted:

  • in an electronic format through means of electronic communications on the terms defined in the Polish Act on Informatisation of the Activity of Entities Pursing Public Task of 17 February 2005, using the ICT system created for this purpose;
  • in writing.

 

What must the declaration include?

  • the full name or business name or the owner or manager of the building or apartment and the address of residence or registered office;
  • address of the real property using the heat source or fuel combustion source referred to in Article 27a(2)(1)(a) and 27a(2)(1)(c), respectively, of the Polish Act on Supporting Thermal Modernisation and Renovations and on the Central Register of Building Emissions of 21 November 2008;
  • the phone number of the owner or manager of the building or apartment, if any;
  • the e-mail address, if any, of the owner or manager of the building or apartment;
  • information on the number and type of the heat sources or fuel combustion sources referred to in Article 27a(2)(1)(a) and 27a(2)(1)(c), respectively, of the Polish Act on Supporting Thermal Modernisation and Renovations and on the Central Register of Building Emissions of 21 November 2008 which are used within the real property - as well as their purpose and the fuels they use.
