  1. Before bidding, interested parties can request a viewing of the vehicle and its documents. To do so, one should request a date and time for the viewing by sending an email to: manchester.admin@msz.gov.pl

 

  1. Any interested party willing to participate in the bidding is required to pay a bid bond of 10% of the starting price, i.e. £275.00. The bid bond shall be paid either in cash or by bank transfer. When paying the bid bond:

 

4.1 by cash, the payment shall be made at the cash desk of the Consulate General of the Republic of Poland in Manchester, 51 Portland Street, Manchester, M1 3LD, on working days between 10.00 a.m. and 2 p.m. no later than 12.00 p.m. on 12/11/2025.

4.2 by bank transfer, payment shall be made to the bank account by 12.00 p.m. on 12/11/2025. The Commission takes into account the date and time of receipt of the transfer, not the date of the sending the transfer. Any bank charges associated with the transfer are to be covered by the interested party. The bid bond ought to be paid to the bank account number indicated below:

  1. The offer should be made in a written form according to the attached documents - appendix no. 1 and appendix no. 2 - and should contain:

 

    1. Name, surname, address or company name with the registered office of the bidder, mobile phone number, e-mail address - appendix no. 1;

    2. The price offered (expressed in numbers and in words) and the method of payment - appendix no. 1;

    3. A statement that the bidder has acquainted themselves with the tender condition or that they are responsible for consequences resulting from the withdrawal from the inspection - appendix no. 1;

    4. A statement that the costs of re-registration of the vehicle (VAT, registration fee, road tax) are covered by the bidder who is not a member of the diplomatic corps - appendix no. 1;

    5. Proof of payment of the bid bond in the form of a cash payment receipt or confirmation of transfer in the case of payment to a bank account - appendix no.1;

    6. Signed RODO/GDPR – appendix no. 2. 

  1. An individual participating in the tender is required to have: a valid identity card or passport, and in the case of a person representing a legal entity, additionally the appropriate Power of Attorney, a current excerpt from the court register and proof of payment of the stamp duty for the power of attorney. Any copy of the excerpt from the court register, should be a certified as a true copy of the original.

 

  1. Written offers (according to the attached documents - appendix no. 1 and appendix no. 2) should be submitted to the security staff at the premises of the Consulate General of the Republic of Poland in Manchester, 51 Portland Street, Manchester, M1 3LD, in sealed envelopes marked "Tender for Ford S-Max registration no. 234D401 - do not open", no later than 06/10/2025 at 12.00 p.m.

 

  1. Opening of tender offers will take place at the meeting of the Tender Commission on 12/11/2025 at 1 p.m. at the premises of the Consulate General of the Republic of Poland in Manchester, 51 Portland Street, Manchester, M1 3LD.

 

  1. The Commission will select the bidder who offers the highest price.

 

    1. In case the tender is submitted by several bidders for the same price, the tender will be continued in the form of an auction between these respective tenderers. The Tender Commission will notify the bidders who have submitted equivalent bids, specifying the date and location of the auction.

  1. The bid bond paid by the bidders whose offer were not selected or rejected will be returned to them within 7 days from the date of selection or rejection and in the exact form in which it was paid. The bid bond paid by the purchaser will be included in the purchase price.

 

  1. The bid bond shall not be returned in case the tenderer who wins the tender fails to enter into the sales contract.

 

  1. An offer shall be rejected if:

 

    1. it was submitted after the deadline, at the wrong venue or by a bidder who failed to pay the bid bond;

    2. it does not include any of the data and documents specified in the announcement or these documents are incomplete, illegible or questionable, and any explanations would lead to it being considered a new offer;

    3. it is lower than the starting price.

 

  1. The tenderer will be informed immediately if the offer is rejected.

 

  1. The sales contract shall be concluded no later than seven days after the end of the tender.

 

  1. The purchaser is obliged to pay the purchase price no later than on the date of conclusion of the sales contract.

 

  1. The vehicle will be handed over immediately after all formalities relating to the re-registration of the vehicle have been completed.

 

  1. All costs, taxes and fees related to customs and purchase of the subject of the tender shall be covered by the purchaser. By entering the tender, the buyer agrees to and undertakes to pay all taxes and fees required by the authorities of the United Kingdom, Poland or any other country to which the vehicle will be taken after the sale.

 

  1. The Consulate of the Republic of Poland in Manchester reserves the right to close the tender at any time, without resolution and without providing justification.

 

  1. The Consulate of the Republic of Poland in Manchester does not take any liability for hidden defects of the vehicle. The sale takes place according to the clause: "the vehicle in the condition as it is visible at the place where it is parked" with no guarantee from the seller or the Polish State.

 

The tender is conducted on the basis of the Ordinance of the Council of Ministers of 21 October 2019 on the detailed management of movable assets of the State Treasury (Journal of Laws 2019, item 2004) and Ordinance No. 1 of DGSZ of 14 April 2020 on the use of vehicles in foreign missions of the Republic of Poland.
