Another PLN 2 billion for the green transition of schools and kindergartens

12.08.2026

A major programme to improve the energy efficiency of schools and kindergartens across Poland is underway. So far, contracts have been signed for thermal modernisation projects covering 500 educational establishments. But this is just the beginning. Ultimately, as many as 1,000 schools and kindergartens will undergo thermal modernisation. This will be possible thanks to a further PLN 2 billion from the Modernisation Fund. All these measures will bring real change - a change that is becoming increasingly visible in classrooms, in the corridors and in the everyday lives of pupils and teachers.

The Minister is standing at a lectern and speaking into a microphone. Behind her is a presentation screen displaying the words “Thermal modernisation of schools and kindergartens”, as well as the flags of the European Union and Poland.

Highlights:

  • To date, contracts have been signed for the thermal modernisation of 500 educational establishments, for which PLN 1.78 billion has been allocated from the National Recovery Plan.
  • Thanks to the securing of an additional PLN 2 billion from the Modernisation Fund, this programme will be expanded.
  • These funds, together with those allocated from the National Recovery Plan, will enable a genuine transformation of as many as 1,000 educational establishments across Poland.
  • Local government bodies, as well as other school-governing bodies, will be able to apply for grants covering up to 85% of eligible costs.
  • The launch of the new call for applications is scheduled for the end of the third quarter and the beginning of the fourth quarter of 2026.
  • At the same time, a project worth nearly PLN 121 million is underway, involving the comprehensive thermal modernisation of 30 art schools (33 buildings).

As part of the first phase of the National Recovery Plan, we have signed contracts for the modernisation of 500 educational establishments. This stage is, in fact, drawing to a close today. These investments, worth PLN 1.78 billion, are of immense value. They not only ensure that schools and classrooms stay warm in winter, at a lower cost, but also provide thermal comfort in summer

– said Paulina Hennig-Kloska, Minister of Climate and Environment, during a press conference on the thermal modernisation of schools and kindergartens.

Thermal modernisation work is in full swing

A large-scale thermal modernisation programme for educational buildings is underway across Poland. To date, contracts have been signed for projects aimed at improving the energy efficiency of 500 educational establishments. PLN 1.78 billion has been allocated for this purpose from the National Recovery Plan.

The first results of these measures are already clearly visible. Thermal modernisation has been completed at 28 schools and kindergartens, including, amongst others, the Wanda Chotomska Primary School in Józefów and the Polish Army Primary School in Białobrzegi.
Work on another 472 schools and kindergartens is currently underway, which is gradually transforming the landscape of Polish education and bringing us closer to providing pupils with comfortable learning conditions in warm and modern buildings.

At the same time, a project is underway to comprehensively modernise art schools. It is being implemented by the National Fund for Environmental Protection and Water Management in cooperation with the Ministry of Climate and Environment as part of the ‘European Funds for Infrastructure, Climate and Environment 2021–2027’ (FEnIKS) programme. The total cost of this project is nearly PLN 121 million, of which nearly PLN 70 million comes from EU funding.

The investment project includes thermal insulation of the buildings, replacement of windows and doors, modernisation of the heating, ventilation, air-conditioning and lighting systems, as well as the installation of photovoltaic systems and heat pumps. The project covers 30 art schools. In total, there are 33 buildings which are currently being prepared for works.

New programme for the thermal modernisation of educational establishments

The green transition programme for schools will soon enter its next phase of implementation. PLN 2 billion has been secured from the Modernisation Fund to improve the energy efficiency of further educational establishments. This significant boost in funding will enable an even greater number of projects aimed at creating modern, energy-efficient educational establishments to be implemented. In total, these funds, combined with those allocated under the National Recovery Plan, will allow for the energy modernisation of 1,000 educational establishments across Poland.

The investments will include improving the energy efficiency of buildings and the use of renewable energy sources.

Regardless of whether we are talking about the east, west, north or south part of the country, local authorities have made excellent use of the funds allocated for the thermal modernisation of educational establishments. This experience has encouraged us to secure further funding for the same purpose and to raise the bar. We have decided that during this government’s term of office we want to renovate and modernise a thousand educational establishments across Poland, improving their energy efficiency. Continuing along this path, we have secured a further PLN 2 billion from the Modernisation Fund

– said Paulina Hennig-Kloska, Minister of Climate and Environment, during a press conference.

Beneficiaries – local government bodies and other legal entities acting as the governing body of a school or educational establishment – will be able to receive a grant covering up to 85% of eligible costs. This is a real help, enabling modernisation to be undertaken without placing an excessive burden on local budgets.

The call for applications is scheduled to open at the turn of the third and fourth quarters of 2026.

Benefits for the environment and future generations

The substantial funds allocated to the thermal modernisation of schools must be used sensibly and economically. That is why an energy audit is carried out before any work begins. It shows the actual condition of the building and highlights the measures that will yield the greatest savings.

Thermal modernisation brings about a real improvement in conditions within schools. Children and teachers enjoy comfortable, stable temperatures, which leads to greater well-being and a more comfortable environment for work and study. Modernising buildings reduces energy consumption. As a result, local authorities pay less for heating. Replacing heat sources with environmentally friendly alternatives and using renewable energy sources reduce pollutant emissions and the environmental impact of buildings. Thermal modernisation is an investment not only in modern schools, but above all in a better future for coming generations.
