COP30 in Belém: Poland leads talks on just transition

During COP30 in Belém, Brazil, the Polish delegation is focusing on negotiations on just transition and on actions supporting global efforts to protect the climate and counter misinformation. The Brazilian Presidency has entrusted Deputy Minister of Climate and Environment Krzysztof Boleść, together with Minister Alicia Bárcena from Mexico, with leading talks on just transition - one of the key areas of this year's summit.

Poland co-chairs negotiations on just transition
At COP30, Minister Krzysztof Bolesta is co-chairing negotiations on Just Transition, i.e. the process of transitioning from a fossil fuel-based economy to a low-carbon economy in a way that protects jobs, provides retraining programmes, ensures access to affordable energy and minimises the risk of energy poverty.
In the second week of COP30, the negotiations move into the political phase. The task of the ministers is to work out a compromise text that is acceptable to all parties, taking into account the interests of the various negotiating blocs.
Poland points out that the implementation of climate goals must consider the situation of workers in the coal, fuel and automotive sectors, as well as the costs incurred by households. The transition should ensure access to stable jobs, affordable energy and protection against energy poverty.
The topic of just transition was introduced to the official agenda of climate summits in 2018 in Katowice. It was one of the three priorities of the Polish Presidency of COP24. The Silesian Declaration on Solidarity and Just Transition, initiated at that time, provides for climate protection while maintaining economic development and jobs. It referred to the responsibility of states in economic, social, environmental and climate terms, while emphasising modernisation, technological change and the implementation of innovations enabling more efficient and environmentally friendly use of resources. More than 50 countries have adopted the declaration.
Biodiversity in the spotlight at COP30
This year's COP in Brazil naturally draws the world's attention to biodiversity conservation issues, including tropical forests and ecosystems that are key to climate stability. Poland, by conducting extensive educational activities on biodiversity at the national level, including as part of the ‘Biodiversity’ campaign, is pursuing goals consistent with the priorities of the Brazilian COP30 presidency. These initiatives raise public awareness and emphasise the importance of nature conservation as one of the foundations of effective climate policy.
Environmental education as part of climate goal implementation
Poland supports the inclusion of environmental education in national climate goals (NDC). The Ministry of Climate and Environment runs numerous educational programmes, training courses and information materials, available, among others, on the Environmental Education portal. The Polish delegation emphasises that building public awareness is a prerequisite for effective adaptation to climate change and the implementation of new technologies, and that education should be an integral part of the climate policies of the Parties.
Combating climate misinformation
A new area of work for COP30 is combating climate misinformation. In Belém, several countries initiated the Declaration on Information Integrity on Climate Change, which provides support for journalists, scientists and civil society organisations, and promotes research into the mechanisms of spreading false content. Poland is actively participating in discussions on counteracting manipulation that influences the public debate on energy and climate transition, as well as on the responsibility of businesses and digital platforms.
