Highlights:
- Poland played a key role in adopting the framework for the Just Transition Mechanism at COP30 in Belém.
- Minister Krzysztof Bolesta, together with Mexican Climate Minister Alicia Bárcena, successfully led the negotiations, gaining broad support from developing and developed countries.
- The central element of the decision is the creation of a framework for a new mechanism to support countries in achieving a just transition towards climate neutrality.
- The mechanism aims to support social aspects in climate and energy strategies, access to knowledge and technology, and promote solutions that guarantee decent work and protection for vulnerable groups.
Poland at the centre of efforts for a just climate transition
One of the key achievements of COP30 was the adoption of a framework for the Just Transition Mechanism, which aims to support countries in their pursuit towards climate neutrality. During COP, Poland successfully negotiated a new mechanism that will integrate existing initiatives operating under the auspices of the UNFCCC. This is an important step towards a more sustainable and socially acceptable climate policy.
A just transition is a prerequisite for a lasting agreement – we must combine climate ambitions with social responsibility
– said Deputy Minister Krzysztof Bolesta.
The minister emphasised the importance of including social aspects in national climate and energy strategies. This is essential to ensure that the transition will bring benefits to all citizens, not just selected groups.
Ministerial Round Table
During the summit, Deputy Minister Krzysztof Bolesta chaired a ministerial round table on just transition.
A fair transition is the foundation for a successful climate policy. Transformation will not succeed if people are not convinced that it is being carried out with them in mind. Change must be synonymous with opportunities for stable work and development, which should be a priority in any climate policy
– emphasised Minister Bolesta in his speech.
High-level bilateral meetings
Krzysztof Bolesta met with UN Secretary-General António Guterres to discuss key negotiation issues, such as financing adaptation and the role of individual countries in building a global climate agreement.
During the meeting, Poland presented its position: the transition must be fair, ensuring conditions for development and equitable participation in a low-carbon economy.
Poland's priorities: people, security, education
The focus of Polish action is not only on reducing emissions, but also on ensuring that the climate transition does not leave anyone behind. Poland promotes retraining mechanisms for workers, access to affordable energy and support for environmental education.
In addition, Poland advocates environmental education as a foundation for future climate policies.
