First meeting of the Offshore Wind Energy Coordination Council

On 15 March 2022, the first meeting of the for Offshore Wind Energy Coordination Council was held at the Ministry of Climate and Environment. This is the next stage of work related to implementing the provisions of the Sectoral Agreement in this area. The meeting was chaired by Deputy Minister Ireneusz Zyska, Government Plenipotentiary for RES.

The Coordination Council is the body supervising the implementation of the “Sectoral Agreement for the development of offshore wind energy in Poland”. It was signed on 15 September 2021 on the initiative of Ireneusz Zyska, Deputy Minister of Climate and Environment, Government Plenipotentiary for RES, between the government administration, representatives of financial institutions, entrepreneurs, investors, supply chain and sector of science.

The Council is tasked with coordinating the activities aimed at implementing the Agreement, in particular:

  • monitoring the achievement of strategic objectives;
  • establishing working groups to ensure cooperation between the Parties in key areas;
  • monitoring the level of local content achieved by investors and entities participating in the supply chain for Offshore Wind Energy (OWF).

The Minister of Climate and Environment, Anna Moskwa appointed 34 Members to the Coordination Council who represent the Parties to the Sectoral Agreement for the development of offshore wind energy in Poland. The Chairman of the Council is the Secretary of State at the Ministry of Climate and Environment, Government Plenipotentiary for RES, Ireneusz Zyska.

The overriding goal of the sectoral agreement is to support the development of the sector in Poland and to maximise “local content”, i.e. the participation of Polish entrepreneurs in the supply chain for offshore wind farms being constructed in the Polish exclusive economic zone.

­Our objective is to create a cooperation platform for the most important stakeholders in the offshore wind energy industry, which will allow to implement the developed strategy for the development of this sector in Poland. It will also be a place for various entities and companies to present a joint opinion on one issue. Today, more than 180 entities are already parties to the sectoral agreement

In the opinion of the Government Plenipotentiary for RES, in order to obtain the best results of the development of offshore wind energy and to strengthen the benefits for the Polish economy, of key importance is multilateral cooperation between the government and representatives of the sector, current and future investors and developers, supply chain – entrepreneurs who will be involved in the preparation, supply, implementation and operation of offshore wind farms.

­­The development of offshore wind energy in Poland entails great opportunities to create new jobs, to support local production and service entrepreneurship involved in the supply chain, as well as to build a high position of Polish entrepreneurs in the regional, European and global value chain of offshore wind energy.

At the first meeting of the Coordination Council, the Rules of Procedure of the Coordination Council were adopted and Working Groups were established in the following areas:

  • Group 1 – Staff development and education system;
  • Group 2 – Research and development;
  • Group 3 – Development of the Polish industry and participation of Polish enterprises (with export);
  • Group 4 – Logistics of the port hinterland areas and impact on coastal regions;
  • Group 5 – Social education;
  • Group 6 – Cooperation of stakeholders and regulatory environment

The Working Groups will start their work at the turn of April and May, then they will present an action plan that will not only express and document the intention of the parties to the sectoral agreement but will also create the prospect for implementing the declarations of the Sectoral Agreement in the long term.

How to become a party to the „Sectoral Agreement for the development of offshore wind energy in Poland”

Any entity which represents one of the groups of stakeholders listed in the Agreement and submits a written declaration of will to start implementing the provisions of the Agreement to the Minister of Climate and Environment may become a party to the Sectoral Agreement.
