02.02.2026
Deputy Minister of Climate and Environment Krzysztof Bolesta took part in a high-level meeting devoted to work on the European Union's post-2030 climate policy package. The event took place on 30 January 2026 in Brussels.
Highlights
- Discussions with Deputy Minister Krzysztof Bolesta focused on the European Commission's plans to reform the European Union Emissions Trading System (EU ETS).
- Poland is calling for changes to the EU ETS and other EU climate policy tools so that they do not undermine competitiveness and security.
For over a year, Poland has been drawing attention to the need for changes in the EU ETS. Today's meeting is, in fact, the inauguration of this work. In this process, we will ensure free allowances for heating and industry and the maintenance of the Modernisation Fund. However, the EU ETS is only one part of the EU's climate policy tools. This year, all of them will be reviewed and analysed. We will actively participate in this process to ensure that climate policy does not undermine our competitiveness and security
– said Secretary of State Krzysztof Bolesta.
The talks were attended by representatives of the European Commission and EU Member States, European Economic Area countries and European Union candidate countries at the level of deputy ministers.
During the event, possible directions for changes in the EU ETS were discussed. Deputy Minister Bolesta raised the need to continue the allocation of free allowances for industry and heating. He called for the extension of the Modernisation Fund and changes to the rules of the Innovation Fund to reflect regional specificities. He also recalled Poland's support for the use of international emission reduction units in the future architecture of EU climate policy, including the EU ETS.
