Implementation of the Polish-Czech agreement. Cooperation on noise monitoring in the vicinity of the Turów Lignite Mine

The Secretary of State at the Ministry of Climate and Environment, Urszula Zielińska, met with her Czech counterpart, Eduard Levy, to discuss issues related to noise emission monitoring in the area of the Turów Lignite Mine. This topic is regularly raised by the Czech side as part of the implementation of the 2022 agreement.
Highlights:
- On Tuesday, the fifth Polish-Czech meeting this year was held in Ústí nad Orlicí to discuss the implementation of the intergovernmental agreement on cooperation in addressing the impact of the Turów Opencast Lignite Mine. Both parties attach great importance to its full implementation and are closely monitoring progress.
- PGE GiEK S.A. has so far allocated PLN 24 million to systems limiting noise emissions from the opencast mine. It plans further investments of PLN 60 million by 2030.
- From 2022 to August 2025, the Czech side recorded 25 cases of the Czech night-time noise standard being exceeded by 0.1 to 5.4 decibels in the vicinity of the mine. Solving this problem was the main topic of a working group meeting attended by the deputy environment ministers of both countries.
Today's meeting is devoted to a topic that we treat as a priority. The issue of noise is very sensitive and raised by the residents of the region. Our goal is to understand the causes of sporadic night-time exceedances of noise limits and to take additional measures to reduce the acoustic impact of the mine on the local community
– said Urszula Zielińska, Deputy Minister of Climate and Environment.
The meeting was attended by representatives of ministries, the Polish embassy, local government, and noise monitoring experts from the Central Research Laboratory of the Chief Inspectorate for Environmental Protection in Wrocław and the Czech National Reference Laboratory. The methodology of measurements, interpretation of results, and ways of reducing interference during testing were discussed.
The meeting in Ústí nad Orlicí confirmed the commitment of both parties to the efficient implementation of the agreement. Another meeting is planned for the autumn, this time dedicated to preparing a just transition plan for the entire region.
