Improving business environment for waste management and strengthening administrative efficiency

The Council of Ministers has adopted a draft Act amending the Environmental Protection Law and certain other laws (deregulation draft), submitted by the Minister of Climate and Environment. The new regulations will improve the conditions for conducting waste management activities. They will also strengthen the efficiency of administration in this area. The project implements the government's deregulatory measures.

The Council of Ministers has adopted a draft Act amending the Environmental Protection Law and certain other laws submitted by the Minister of Climate and Environment. This is a consecutive step in the government's deregulatory efforts aimed at improving business environment in the scope of waste management and enhancing administrative efficiency.
Key changes
More time for innovation: The period for testing new techniques and innovations in installations applying for an integrated permit under relaxed environmental requirements has been extended to 30 months. After this period, installations will have to achieve a level of environmental protection compliant with best available techniques (BAT). This solution stems from the provisions of the revised Industrial Emissions Directive (so-called IED 2.0).
More efficient administration: Marshal's offices will not have to repeat documentary checks on, among others, the recycling of packaging waste if they have already been verified by other authorities. This will streamline the operation of offices and reduce service times for entrepreneurs.
Safe extension of activities: Entrepreneurs whose administrative proceedings in the scope of waste management have not yet been completed will be able to continue their operations on the basis of existing decisions for an additional period of six months.
The new regulations are scheduled to come into force on 1 December 2025.
