Invitation to consultations of the draft act amending the act on oil, petroleum products and natural gas stocks and the rules of conduct in situations of threat to the state's fuel security and disruptions on the oil market

The work undertaken to date to amend the act in question constitute an attempt to adapt the provisions governing the obligation to maintain mandatory reserves to the current conditions and circumstances on the natural gas market.

Published in early August this year, the report on the results of the monitoring of gas supply security for 2019 shows that the level of supply security is growing at a steady rate, and that the increasing consumption of natural gas is fully covered by diversified sources. The diversification process continuously hinges of LNG, the share of which in the national supply mix is constantly growing. This improves the state's fuel security, because the LNG terminal in Świnoujście, which is one of the largest and most important investments completed in recent years, allows us to receive LNG by sea from any supplier in the world.  

Because of that, we are planning in particular, to introduce a mechanism for phasing out the mandatory natural gas reserve holding obligation on LNG imports, with full exemption introduced from 1 October 2023.

In addition, the draft provides for the modification of the provisions governing the manner in which restrictions on natural gas consumption are introduced, in order to increase the efficiency of the mechanism for their application, thereby increasing the state's fuel security.
