Meeting of Minister Anna Moskwa with the Vice-President of the European Commission, Frans Timmermans

The reform of the EU Emissions Trading System (EU ETS), Fit for 55 Package, including, in particular, the issues related to district heating, are the major subjects raised at the meeting of Anna Moskwa, Minister of Climate and Environment and Frans Timmermans, Vice-President of the European Commission. The talks were held on 14 February 2022 in Brussels.

We have very serious doubts as to the continuation of the EU ETS in its current form. Despite having taken applicable measures, there is still a deficit of allowances. We need such rules of the EU ETS which will stimulate investments in the regions and sectors of the economy where they are most needed and may have the greatest impact on the economic growth and the environment – said the Minister of Climate and Environment, Anna Moskwa.

RES are not an alternative in such extensive heating systems which supply heat to whole cities. The energy distribution is impeded as infrastructure is not compatible with low-temperature RES-based sources

– she stressed.

With the latest, drastic price rises, in order to pay their liabilities resulting from the ETS, companies are forced to spend funds which could have been allocated for, e.g., making investments supporting the process of decarbonisation of the sector. The possibility of recovering the funds allocated for the ETS is unreal, as only part of co-financing may be subsidised.

The Polish Government, as well as the sector, need predictability and access to appropriate tools so as to correct any abuse in the emissions trading system. Currently, we do not have such tools. The tools which have been included in the Directive on the ETS, remain unenforceable

– pointed out the Minister of Climate and Environment.
