Meeting of the Deputy Ministers of the Environment of Poland and the Czech Republic

The EU ETS2 system and the introduction of mechanisms to stabilise allowance prices were the main topics of discussion between Deputy Minister of Climate and Environment Krzysztof Bolesta and the new Deputy Minister of the Environment of the Czech Republic Vladislav Smrž. The talks took place online on 9 January 2026.

Poland continues its emission reduction policy independently of ETS2 and strives to achieve the targets set out in the Effort Sharing Regulation, which covers sectors such as transport and buildings. At the same time, Poland is ready to work constructively on introducing safeguards into ETS2 to stabilise prices and protect consumers. Polish-Czech cooperation will allow us to develop joint proposals for changes and promote our position in the EU even more effectively

Poland and the Czech Republic agree on the need to introduce mechanisms into ETS2 that will stabilise prices and limit negative economic and social consequences. Both countries are ready to work constructively on the European Commission's proposal for changes to the Market Stability Reserve (MSR).

Poland is seeking a revision of the ETS2 mechanism adopted in early 2023. Thanks to effective negotiations and Poland's building of a broad coalition, on 4 November 2025 the EU Environment Council decided to postpone the entry into force of ETS2 until 2028. Poland takes the view that a further delay in the entry into force of ETS2 is necessary to allow households and businesses to prepare for the new regulations.

The deputy ministers also pointed to good cooperation in removing the effects of illegal waste shipments and the implementation of the Polish-Czech agreement on the impact of the Turów mine.
