Minister Michał Kurtyka during the Perspectives of Electromobility Development debate. Polish and British priorities

The issues related to electromobility development in Poland and Great Britain were the leitmotiv of the debate organised by the Rzeczpospolita newspaper office and attended by the representatives of the zero-emission vehicles from both countries.

Poland entered the electromobility into the COP agenda as early as in 2018. I am deeply satisfied with the fact that the subsequent conferences pursue this issue – it is particularly visible in the COP26 agenda in Glasgow

– said Minister Michał Kurtyka during the debate.

The signatories of the declaration for electromobility signed during COP24 represent more than a half of mankind – currently 48 states, including Poland and the UK.  Each year the new countries join the declaration – it lives and remains valid

– said the Minister.

The declaration has been currently implemented by, among others, annual conferences of the Global e-Mobility Forum. The first edition attracted more than 500 attendants, the second one – carried out online – above 3000 from more than 110 countries. It was attended by 11 ministers competent for electromobility. Thus, the declaration fulfils its task to integrate the global electromobility ecosystem and to establish the forum for knowledge and best experience sharing

– stressed the Minister of Climate and Environment.                                         

In 2017, the Electromobility Development Plan identified 5 areas, on which we should focus. These included: supply, demand, regulations, awareness and grid. From this time, we have been intensively investing primarily in the first 3 areas, in which we identified the competitive advantage of Poland comparing to the other countries. Our efforts were appreciated among others by the battery industry, in which we are the European export leader

– noted Minister Kurtyka.

The electromobility development and promotion of zero emission vehicles contributed also to establishment of the governmental programme “My electric car” implemented by the National Fund for Environmental Protection and Water Management. The programme includes the option of co-financing the initiatives consisting in purchase/leasing of new zero emission vehicles. The initial programme budget was maximum PLN 500 000 000 for non-returnable forms of co-financing. We want to increase this amount to PLN 2 billion, including PLN 400 million for natural persons and PLN 1.6 million for the enterprises – informed the head of the ministry of climate and environment.

Within the new envelope, the National Fund for Environmental Protection and Water Management will launch the subsequent call for proposals in October this year – PLN 200 million for purchase of electric cars by the enterprises. The total amount under the open calls will reach PLN 700 million.

The Minister of Climate and Environment reminded also that the Ministry has the open call in the competition mode for zero emission vehicles for the local governments until 20 December 2021. The total amount of grants reaches PLN 1 billion, with preferences for smaller and less wealthy local governments.

We expect the decision of the European Commission regarding development of zero emission vehicles infrastructure by the end of October. The National Fund for Environmental Protection and Water Management prepared the dedicated programme with the budget of PLN 870 million, which will be launched immediately upon obtaining the applicable EC decisions
