PLN 709 million in funding for energy clusters

30.10.2025

The Ministry of Climate and Environment supports the development of energy clusters. On Thursday, agreements with a total value of PLN 331 million were signed in Warsaw. The funds will go to ten clusters from all over Poland and will be used, among other things, for investments in PV installations, energy storage facilities, heat pumps and management systems. A total of PLN 709 million has been allocated to support energy clusters.

PLN 709 million in funding for energy clusters

Highlights:

  • Energy clusters are local cooperation groups that jointly produce and manage energy, mainly from renewable sources.
  • Energy clusters mainly consist of local governments and their subordinate institutions, as well as public institutions such as universities.
  • Energy clusters increase energy self-sufficiency and relieve pressure on the national electricity grid.
  • The total value of co-financing under the 10 signed agreements is PLN 331 million.
  • Under the 10 signed agreements, the funds will be allocated to:
    • the construction of 35 MW of photovoltaic installations,
    • the construction of 80 MWh of energy storage facilities,
    • the construction of 5.8 MWh of hydrogen energy storage facilities,
    • the construction of 12.7 MW of heat pumps.
  • Ultimately, the Ministry of Climate and Environment will sign 20 agreements with energy clusters. The value of these agreements is PLN 665 million. A total of PLN 709 million has been allocated to the entire project.

We are accelerating the grassroots energy transition by investing funds from the National Recovery Plan in energy clusters and energy communities. These investments not only reduce bills and improve quality of life, but also strengthen Poland's energy security. Clusters are being established throughout the country – from Słupsk to Lake Czorsztyńskie, from Białystok to Odolanów – bringing together local governments, businesses and thousands of residents. Energy must unite us across divisions – regardless of our views, place of residence or who is in power. Only together can we effectively carry out the energy transition

– said Paulina Hennig-Kloska, Minister of Climate and Environment, during the conference.

We are developing energy communities

The aim of developing energy communities is to enable them to independently produce and use energy, primarily from renewable sources. Such initiatives not only relieve the national power grid, but also actively support it. Using energy close to where it is consumed increases energy security, reduces costs and promotes environmental protection. It also stimulates the development of the local economy and is an effective way to combat energy poverty.

On Thursday, representatives of the following clusters signed agreements at the Ministry of Climate and Environment:

  • Słupsk Bioenergy Cluster,
  • Energy Cluster for Municipalities of Garwolin County,
  • Rycki County Energy Cluster,
  • Białystok Energy Cluster,
  • Cezamat Hub of Power Energy Cluster (including Warsaw University of Technology, Warsaw University of Life Sciences),
  • Czorsztyn Reservoir Energy Cluster,
  • Tarnów Green Ring Energy Cluster,
  • Energy Cluster of the Municipalities of Odolanów, Przygodzice, Sulmierzyce, Municipality and Town of Odolanów,
  • Energy Cluster of the Municipality of Kamiennik,
  • Vistula Energy Cluster.
