Polish-German cooperation on becoming independent from oil supplies from Russia

The Minister of Climate and Environment, Anna Moskwa and the Vice-Chancellor, Minister of Economy and Climate Protection of the Federal Republic of Germany, Robert Habeck discussed existing cooperation whose ultimate objective is to urgently abandon the import of Russian oil. The talks were held on 26 April 2022 in Warsaw.

During the meeting, the Ministers of Poland and Germany discussed the methods to fully use the existing infrastructure and additional funds to increase oil supplies to Polish and German refineries. The Ministers also discussed the possibility of cooperation so as to ensure adequate supplies of oil products in the event of an EU embargo on Russian oil and oil products.

In recent years, we have made significant progress in diversifying the directions of gas and oil supplies to Poland. We feel ready to accept these EU sanctions at their full level and in full solidarity with all European countries.

It is important that in these difficult times we and our western neighbour should speak with one voice. We must focus on efforts to safely achieve the complete de-Russification of the energy policy. This dialogue with Germany has already started and we are in permanent contact so as to develop common solutions.

Moreover, the Minister of Climate and Environment Anna Moskwa also informed that during the following EU Council Poland will propose a kind of “Russian ETS”, which could include the “de-Russification” goals, similar to the EU decarbonisation goals.

This system, just like the ETS, would consist in selling allowances to those countries that will become de-Russified more slowly, in order to motivate them to abandon the import of Russian raw materials more quickly.

As the Vice-Chancellor, Minister of Economy and Climate Protection of the Federal Republic of Germany, Robert Habeck pointed out, the common objective of Poland and Germany is to overcome the dependence on raw materials from Russia.

It is possible to suspend the import of energy raw materials from Russia. So far, Germany has reduced its dependence on Russian coal and oil. We are also working on reducing gas supplies
