President signed an amendment to the Act on Maintaining Cleanliness and Order in Municipalities

Under the so-called “Cleanliness Plus” Programme, works have been launched on a draft amendment to the Act on Maintaining Cleanliness and Order in Municipalities. In order to facilitate implementation of some of the amendments later this year, they are divided into two draft laws. The amendment to the Act on Maintaining Cleanliness and Order in Municipalities, signed by the President of Poland on 21 December 2020, contains the first part of the most urgent changes in waste management.

The main objective of this law is to support local self-government units in dealing with identified problems and improving the situation on the national waste management market, in particular:

  1. ensuring that the statutory municipal recycling levels imposed on municipalities are achieved and preparing for the re-use of municipal waste;
  2. reducing operating costs and improving municipal waste management systems;
  3. facilitating access to waste treatment facilities.

The law will enter into force on 31 December 2020.

The remaining planned changes under the Programme are processed in the draft law amending the Act on Maintaining Cleanliness and Order in Municipalities and certain other laws which have been included in the list of legislative and programme works of the Council of Ministers under number UD163 and will be submitted for consultation in the near future.
