The Agreement on cooperation for the development of photovoltaic sector signed

On 16 December 2021, the representatives of governmental administration and the stakeholders of the solar energy sector in Poland signed the Agreement on cooperation for the development of photovoltaic sector. The purpose of this initiative is to support development of the sector and maximise the share of the domestic photovoltaic device industry in the supply chain. The event was attended by the Director-General of the International Renewable Energy Agency (IRENA), Francesco La Camera.

The sectoral agreement was initiated by the Ministry of Climate and Environment by the “Letter of intent on the establishment of partnership for development of photovoltaic industry” signed on 11 September 2020. This event enabled the initiation of the intensive cooperation between the entities interested in the establishment and development of the photovoltaic sector in Poland. Active works of the four working groups representing its various segments allowed for setting out and agreeing the draft Agreement.

The Agreement we signed today is an important signal determining the direction of future actions. Photovoltaics is one of the key sectors for both the power industry and our economy as a whole. In recent years, we have seen its dynamics and increasing importance in formation of our energy market. For this reason, we are deeply satisfied that we managed to work out the catalogue of measures and proposals for future discussions with the industry

– emphasized the Deputy Minister of Climate and Environment Ireneusz Zyska.

The parties to the Agreement include the representatives of the governmental administration: Government Plenipotentiary for RES, Secretary of State in the Ministry of Climate and Environment, Minister of Development Funds and Regional Policy, Minister of Finance, Minister of Agriculture and Rural Development, Minister of Education and Science, Minister of State Assets, Minister of Development and Technology, Minister of Foreign Affairs as well as the representatives of the investors, entities involved in the photovoltaics supply chain, business environment organisations financial and insurance institutes and the representatives of scientific communities.

The Agreement will act as the permanent cooperation platform for the Parties pursuing towards the dynamic development of the PV sector in Poland, with a focus on strengthening of the domestic economic, environmental, technological, energy and social benefits.

As pointed out by Ireneusz Zyska, Deputy Minister of Climate and Environment and the Government Representative for RES, the strategic objective of the Agreement is to maximise the domestic share in the supply chain for the purposes of the PV sector development.

Apart from the onshore wind industry, the solar energy sector boosts development of RES in Poland. Therefore, establishing the relevant legal and economical environment for further development of this sector is of the key importance. Cooperation between the governmental administration and the representatives of the RES sector is necessary for Poland to continue its energy transformation based on the advanced zero-emission technologies

– added the Government Representative for RES.

Photovoltaics is the most dynamically developing RES technology in Poland. The key component of this development includes the prosumer installations. According to the Energy Market Agency’s data as of the end of October 2021, Poland recorded 744 399 prosumers, while the total installed capacity in the micro-installations reached 5.089 GW.

The auctions remain one of the key tools supporting the RES development in Poland. In 2018 – 2021, 5 GW of new PV capacity have been contracted. These installations will be constructed within the next few years. On 17 September this year, we adopted the amendment of the Act on renewable energy sources that extended the validity of this scheme until 2027 (the previous deadline was 31 December 2021) and introduced the exemption for the obligation of holding a concession for installations up to 1 MW.

We have been participating in an essential process. This is a historical moment, which is why I sincerely encourage all entities, institutions and organisations sharing the presented concepts and directions to join the Agreement. We invite all, who will express their will to implement them The power of cooperation at various levels will boost further activities supporting the development of the PV sector in Poland

Any entity that will submit a written statement of will to fulfil the provisions of the Agreement may become a party thereto. The statement should be sent to the Minister of Climate and Environment (template enclosed).
