The Council of Ministers has adopted a draft Act on Central Animal Asylum

The Act amending the Act on Central Animal Asylum was approved by the Council of Ministers on 14 October 2025. The Act enables the financing of the construction of a temporary animal holding facility, the commencement of investment works and the improvement of the entity's tasks. This specialised institution will provide temporary care for animals taken away as a result of illegal activities such as illegal transport, keeping in inappropriate conditions or abuse.

The amendment adopted by the Council of Ministers releases funds for the construction of the temporary animal holding facility in Warszawianka. This will enable the Central Animal Asylum to commence its operations to the fullest extent. This is an important step towards ensuring the due care and safety of animals

The main purpose of the Act is to adjust the maximum expenditure limit of the state budget for 2026 - 2031 in such a way as to allow the Central Animal Asylum to build the centre, which will be developed in Warszawianka, in the Lesznowola municipality. It should be operational by 2031.
The Act responds to the social need to ensure the welfare of animals that were subject to unlawful activities such as illegal transport or possession, keeping in poor conditions, abuse, etc.
Key solutions:
- The amendment to the provisions of the financial rule will enable the implementation of the investment process which includes the adaptation of the real estate intended for the headquarters of the Central Animal Asylum for located in Warszawianka to the temporary animal holding centre.
- The new regulations will enable the Central Asylum to cooperate with other specialised bodies, in particular to entrust tasks involving the transport or temporary holding of animals where economic or organisational reasons exist.
- The project will also enable the Central Animal Asylum to carry out educational campaigns, including the organisation of meetings, participation in fairs, exhibitions or other social events related to the activities of the entity.
- The revised regulations clarify procedural issues, the content of reports, electronic transmission of documents.
The primary task of the Central Animal Asylum is the temporary housing of animals that belong to invasive alien species, CITES species, dangerous species and protected species. The asylum cooperates, among others, with customs authorities and the police, as well as institutions involved in animal protection and keeping, such as the Veterinary Inspection authorities, zoos, animal rehabilitation centres and animal shelters.
The new arrangements are scheduled to come into force three months after their publication in the Journal of Laws.
