The Council of Ministers has adopted a new version of the National Policy Framework for Alternative Fuels in Transport

28.10.2025

87,000 publicly accessible electric car charging points by 2030 - this is one of the objectives of the National Policy Framework for the development of the market for alternative fuels in the transport sector and the development of appropriate infrastructure. The Council of Ministers adopted a resolution presented by the Minister of Climate and Environment.

The Council of Ministers has adopted a new version of the National Policy Framework for Alternative Fuels in Transport

Highlights:

  • By 2030, there will be nearly 87,000 publicly accessible electric car charging stations – eight times more than today.
  • The document supports the transformation of transport, improves air quality and sends a clear signal to businesses and local governments.
  • The new resolution replaces the 2017 document, takes into account changes in law and technology, and sets targets for infrastructure development (electricity, methane, biomethane, hydrogen).

We are changing the law to build infrastructure faster

The document is strategic in nature – it sets out the directions for the development of modern and environmentally friendly energy sources in transport, such as:

  • electricity
  • methane (CNG and LNG),
  • biomethane
  • hydrogen – especially low carbon and renewable hydrogen.

Thanks to the new regulations, it will be possible to accelerate the construction of charging points and hydrogen refuelling stations, which supports the process of moving away from fossil fuels. This is a step towards reducing emissions, improving air quality and citizens' health.

Highlights of the document

  • New objectives and measures supporting the development of alternative fuel infrastructure.
  • Inclusion of changes in both EU and national law.
  • Transport transformation – reducing emissions, improving air quality and human health.
  • Providing direction for businesses and local authorities – the document serves as a guide on how to plan investments and actions.

Infrastructure goals for the coming years

Type of infrastructure  2025 2030
Hydrogen refuelling points (350 bar, public) 15 (currently 12) 37
Publicly accessible charging points 23,670 (currently approximately 11,000) 86,949
Ultrafast charging points (DC ≥ 150 kW) 710 (currently 814) 2,609

Benefits for the economy and society

  • Stimulating the development of modern technologies.
  • Increasing the innovativeness of Polish industry and scientific research.
  • Improving the quality of life of citizens thanks to cleaner air.

The new version of the document replaces the 2017 framework, adapting the objectives and actions to current market and technological realities and changes in national and EU regulations, including the AFIR (Alternative Fuels Infrastructure Regulation, which aims to develop the alternative fuels infrastructure network) and the Electromobility Act.

The resolution will enter into force on the day following its promulgation.
