The Ministry of Climate and Environment develops the solutions to increase the RES share in the national system, among others in the scope of biomethane and energy clusters

Works on the draft “revision the Act on amending the act on renewable energy sources and certain other acts” in the Ministry of Climate and Environments are under way. The purpose of the new solutions is primarily to increase the share of renewable energy sources (RES) in the national energy consumption,. They also aim at further promotion of the energy sector development following the ambitions to reduce emissions in the economy and meet the international obligations.

The focus is on establishing the law and conditions to boost development of both the individual producers and entrepreneurs. This will enable further dynamic development of renewable energy sources in our country and new innovative projects. The proposed solutions will also contribute to increasing the positive impact of RES on the energy system security.

The revision of the RES Act aims also at fulfilment of international obligations and transposition of the Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources, referred to as RED II. At the same time, the experts work on draft act on amending the act on biocomponents and liquid biofuels and of certain other acts, which will implement this Directive in the area of transport.

The new provisions will address development and promotion of the new solutions and technologies in the RES sector, including in particular in the following areas:

  • biomethane (among others definition and scope of activity),
  • energy clusters (among others precise rules for establishment and scope of operation),
  • hybrid RES installations, or modernised installations,
  • increasing the snare of RES in heating and cooling industries.

 

The transposition of the EU RED II referred to above intends also to establish the National Contract Point as informational support for implementation of the RES investments.  In addition, streamlining of the administrative procedures and extension of guarantees of origin are planned.

Supporting the renewable energy sources belongs to the objectives of the national and EU energy policy. Development of RES technologies boosts economic growth, while the investments in this field allow satisfying the increasing energy demand. They also affect the security of supplies. Thanks to renewable energy sources, our households benefit from environment-friendly solutions, while the entrepreneurs – from clean energy used for production and manufacture of various goods.

The provisions elaborated by the Ministry of Climate and Environment will positively affect development of the RES sector in our country. They will also support the new investors and their projects. This is the next step of transition of the Polish energy market, which is necessary to provide the consumers and active recipients a valuable role in ensuring flexibility of the energy system.

Public consultation and inter-ministerial negotiations of the draft revision of the RES Act is scheduled by the MCE for the 4Q this year.
