These needs and objectives must be associated with supporting development and implementation of projects, primarily in the area of energy, electromobility or transport. So far, substitution of forestry lands was possible only when dictated by the needs and objectives of forest management.

The Act on specific solutions related to special use of forestry lands has nothing in common with forest privatisation. The option for substituting the real properties of the State Treasury managed by the State Forests National Forest Holding with other real properties provided for in the provisions will be unavailable to the private sector undertakings. This definitely eliminates privatisation, which consists in transferring of the state assets to private entities. The Act reduces the number of entities entitled to substitution of real properties to the public finance sector entities i.e. state legal persons, legal entities with majority of shares owned by the State Treasury and territorial local government units.

The package of solutions addresses the requests of the local communities that perceive it as a development opportunity.
