The Council of Ministers adopted a resolution submitted by the Minister of Development Funds and Regional Policy to re-allocate funds from the National Recovery and Resilience Plan (NRP) to the Security and Defence Fund (SDF). The fund will operate under the NRP and provide financing for, among others, defence-related dual-use investments, the modernisation of the defence industry and the development of innovative defence technologies. Up to PLN 30 billion will be allocated for this purpose.

"We are reallocating £30 billion from the NRP to the Security and Defence Fund. The fund will serve local authorities that need and want to reorient their investment policy towards security, building dual-use infrastructure such as shelters and dual-use roads, very much needed today, especially in eastern Poland," the Minister of Development Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz announced today.

The NRP will create a new Security and Defence Fund of £30 billion. The fund will be used for dual-use investments. They will include defence research, the production of Polish defence companies.

The Minister for Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, signed agreements with municipalities in Toruń today to co-finance projects in the Winning Family competition. It supports children and families affected by social poverty and negative social phenomena with funds from the European Funds for Social Development (FERS). With such help, children will gain better social living skills and their carers will improve their parenting competences.

"We are ready to make more investments on the railways with the NRP. Instead of the 500 km of railway lines we were supposed to modernise, revitalise or build from scratch, we will build at least 800 km for the same money, i.e. for the PLN 10.7 billion we have in the NIP for this purpose," said Deputy Minister Jan Szyszko during a press briefing.

Approx. PLN 20 billion from the Green Urban Transformation Facility could be redirected to the defence of Poland and Europe as a whole. A decision on this has not yet been made.

Strengthening EU competitiveness, resilience and economic security through cohesion policy, strong and harmonious developing regions and local communities – these are the priorities of the Polish Presidency of the Council of the European Union. The Minister for Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, presented the Polish Presidency's objectives for cohesion policy and regional development in Brussels today.

"Cohesion policy and stronger regions are key factors in increasing the EU's competitiveness, security and economic resilience, but the road to competitiveness cannot lead through increasing poverty," said Minister for Development Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz at a meeting of the Polish government with the College of Commissioners of the European Union.

Cohesion policy is a key tool for strengthening Europe's security. This is the main message coming out of the Development in European Terms event. This was the first of the flagship conferences of the Polish Presidency of the Council of the European Union, centred around the seven dimensions of security.

"Cohesion policy and the subjective role of the regions, which are closest to the people, are effective and very good inventions of the European Union. This is something that we have invented and applied over the years and that should stay with us," said the Minister of Development Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, at the opening gala of the Development in European Style conference. Other speakers at the first day of the event included Speaker of the Sejm Szymon Hołownia and Deputy Minister of Funds and Regional Policy Jan Szyszko.
