    The protection of minors in the media and online is one of the National Broadcasting Council's key areas of activity. The Council continuously monitors television programmes and on-demand audiovisual services, imposes financial penalties for infringements, and initiates educational projects. During a meeting of the Sejm Committee on Culture, National Heritage and the Media, the Chair, Dr Agnieszka Glapiak, spoke about the KRRiT's effective interventions and ongoing activities in this area.

    The Regional Court in Warsaw has once again confirmed the validity of the National Broadcasting Council's actions regarding breaches of product placement rules. The upholding of the PLN 70,000 fine against Telewizja Polska S.A. in liquidation sends a clear signal that editorial content and commercial messaging must be clearly separated. The case concerned excessive product placement in the TVP2 programme entitled 'Pytanie na śniadanie'.

The ruling party's decision to begin liquidating public media has resulted in irreparable financial, organisational, and reputational losses. During the event, Dr Agnieszka Glapiak, Chairwoman of the National Broadcasting Council, presented the results of the study 'Artificial Intelligence in the Media', which formed the basis for discussions on responsibility, ethics, and the automation of media communication.

    The key elements for the implementation of the Digital Services Act (DSA) are a detailed analysis of the catalogue of illegal content in terms of real threats to the constitutional principle of freedom of speech, the introduction of an effective appeal procedure, and the extension of the competences of the National Broadcasting Council (KRRiT) to all internet content. The KRRiT has paid particular attention to these elements. The Chair of the KRRiT, Dr Agnieszka Glapiak, presented these recommendations during a public hearing at a meeting of the Sejm Committee on Digitalisation, Innovation and Modern Technologies.

    The Supreme Court dismissed the complaint lodged by Telewizja Polsat and confirmed that the National Broadcasting Council Chair's decision to impose a penalty for broadcasting a pornographic film was justified. This ruling brings to an end the long-running dispute over where the line between erotica and pornography in the media should be drawn. This ruling is of significant importance for the practical application of the provisions of the Broadcasting Act. It confirms that assessing media content in the context of protecting minors from pornography is within the regulatory authority's remit, given its many years of legal and judicial experience in such matters.

    The average share of airtime devoted to ruling and opposition parties in all public media companies was 62% and 38%, respectively, in the third quarter of 2025. This information is based on the monitoring of political party participation in public radio and television programmes, and is derived from data provided to the National Broadcasting Council (KRRiT) by broadcasters. As in previous reporting periods this year, the analysis shows that ruling parties dominated airtime over opposition parties.
