The National Broadcasting Council (KRRiT) has prepared a new, comprehensive guide that brings together all the most important rules concerning content creators' obligations when publishing online. This material was developed in response to the needs of creators publishing video content on social media platforms.

The key elements for the implementation of the Digital Services Act (DSA) are a detailed analysis of the catalogue of illegal content in terms of real threats to the constitutional principle of freedom of speech, the introduction of an effective appeal procedure, and the extension of the competences of the National Broadcasting Council (KRRiT) to all internet content. The KRRiT has paid particular attention to these elements. The Chair of the KRRiT, Dr Agnieszka Glapiak, presented these recommendations during a public hearing at a meeting of the Sejm Committee on Digitalisation, Innovation and Modern Technologies.

The Supreme Court dismissed the complaint lodged by Telewizja Polsat and confirmed that the National Broadcasting Council Chair's decision to impose a penalty for broadcasting a pornographic film was justified. This ruling brings to an end the long-running dispute over where the line between erotica and pornography in the media should be drawn. This ruling is of significant importance for the practical application of the provisions of the Broadcasting Act. It confirms that assessing media content in the context of protecting minors from pornography is within the regulatory authority's remit, given its many years of legal and judicial experience in such matters.

The average share of airtime devoted to ruling and opposition parties in all public media companies was 62% and 38%, respectively, in the third quarter of 2025. This information is based on the monitoring of political party participation in public radio and television programmes, and is derived from data provided to the National Broadcasting Council (KRRiT) by broadcasters. As in previous reporting periods this year, the analysis shows that ruling parties dominated airtime over opposition parties.

The Court of Appeal in Warsaw upheld the Chairman of the National Broadcasting Council's decision to impose a financial penalty on TVN S.A. for broadcasting prohibited alcohol advertising. This ruling confirms the legitimacy of the Council's actions in protecting viewers from the promotion of alcoholic beverages that are illegal under Polish law.

Referring to the resolution adopted by the Polish Senate on 25 September 2025, which rejected the Council's report on its 2024 activities, the National Broadcasting Council presents the facts and explanations. The allegations set out in the resolution are not supported by applicable legal provisions or the Council's current activities. The responses to the Senate's individual allegations are provided below.

Today, the President of Poland, Karol Nawrocki, issued a statement on the 2024 Report of the National Broadcasting Council. In doing so, he confirmed the continuation of the current composition of the National Broadcasting Council's term of office, giving a positive assessment of its activities.

Following the National Broadcasting Council meeting on 8 October 2025, the Council granted KANAŁ ZERO TV a satellite licence to distribute a television programme called 'Kanał Zero TV', and granted the Cultural Centre in Żyrardów a licence to distribute a programme on telecommunications networks. The National Broadcasting Council also extended the licences of five entities and one company's satellite licence for another 10 years. The Council also decided to amend the radio broadcasting licences of four broadcasters. The Council adopted resolutions on the transfer of licence fee funds to six public media companies.

The Chairwoman of the National Broadcasting Council, Dr Agnieszka Glapiak, took part today in the PIKE-CONNECT Conference organised by the Polish Chamber of Electronic Communication in Łódź. This annual event brings together representatives of the telecommunications and media industries. The National Broadcasting Council is the honorary patron of this event.

These documents summarise the key activities of the constitutional body that safeguards freedom of speech, the right to information and media independence in Poland.
