Expert opinion on design and workmanship conformity submitted to the transmission system operator
Pursuant to Article 82(2) of the Act on Promoting Electricity Generation in Offshore Wind Farms, in order to ensure proper integration of the set of equipment used to export power from an offshore wind farm, the generator is required to submit to the transmission system operator (Polskie Sieci Elektroenergetyczne S.A.) additional expert opinions, namely:
- a design compliance expert opinion, issued after the development of detailed design documentation and prior to the commencement of construction works, and
- a construction compliance expert opinion, issued after the completion of construction, confirming that the construction process complies with the detailed design and the expert opinion referred to in point 1 above, together with an application for the issuance of a temporary operational notification (ION), as defined in Commission Regulation (EU) 2016/631 of 14 April 2016 establishing a network code on requirements for grid connection of generators, for the offshore wind farm or its part.
These expert opinions must comply with the requirements set out in regulations issued pursuant to Article 83 of the Act on Promoting Electricity Generation in Offshore Wind Farms, relating to the set of equipment used to export power or to offshore electrical substations.
The expert opinions are prepared by an entity that can document its experience in assessing technical documentation and supervising the construction, reconstruction, or operation of equipment used to export power, including the completion of at least two projects in the relevant or similar scope within the last 10 years.
