06.05.2026

The agenda for the spring meeting of the Western European Nuclear Regulators' Association (WENRA) included issues of significance to the Polish nuclear regulatory authority in the context of nuclear safety in the region and the ongoing review of the application for a construction license for Poland's first nuclear power plant. A delegation of the PAA led by Andrzej Głowacki, President of the PAA, took part in the discussions.

This year’s WENRA spring plenary session took place in Stockholm on May 5 and 6. The heads of European nuclear regulatory authorities reviewed the work of WENRA’s standing working groups and discussed the current challenges posed by the development of the nuclear energy sector.

Among the topics discussed were: preparations for the third thematic review of nuclear facilities (TPR-III), the state of nuclear safety and radiation protection in Ukraine, and a summary of the tenth review meeting of the Convention on Nuclear Safety (CNS). The heads of nuclear regulatory authorities also addressed issues related to the oversight of the use of nuclear energy for ship propulsion and activities involving nuclear fusion.

“The effectiveness of nuclear oversight depends largely on the ability to draw on the resources of the international community, of which we are an important part,” said President Andrzej Głowacki.

In light of the ongoing review of the application for a construction license for Poland’s first nuclear power plant, the initiative launched within WENRA to analyze the potential use of the results of joint and foreign regulatory assessments conducted for a given technology is of particular interest. The PAA plays a leading role in this initiative due to its experience resulting from intensive international cooperation in recent years in the context of assessments of technologies that could be implemented in the country.

In the context of Poland’s first nuclear power plant, Unit 4 of the Vogtle Nuclear Power Plant in the United States serves as a benchmark. For many years, the PAA has been cooperating with the U.S. Nuclear Regulatory Commission (US NRC), recognizing the significant value of fostering international cooperation in the field of nuclear safety and radiation protection.

WENRA is the Western European Nuclear Regulators' Association, which brings together regulatory bodies in the fields of nuclear safety and radiation protection. The association’s main objective is to exchange experiences, develop common positions on significant challenges, and identify conditions that enable the harmonization of nuclear safety and radiation protection requirements in Western Europe. The PAA’s active participation in WENRA’s work contributes to further strengthening the coherence of actions and synergies among Western European nuclear regulatory authorities.
