Maciej Jerzy JURKOWSKI, b. 1946

A graduate of the Warsaw University of Technology - Faculty of Power and Aeronautical Engineering (MEiL), from 1970 - Master of Science in Mechanical Engineering with a specialization in nuclear energy. An expert in the field of nuclear safety and radiological protection.

In the years 1970-1985 he was employed at the Institute for Nuclear Research in Świerk (Department of Reactor Engineering, Zakład Projektowy), where he participated in studies on fast reactors (FBR) and high temperature reactors (HTGR), design works on modifications in Polish research reactors, design studies and preliminary designs for nuclear heat plants, studies on the development of energy systems for the future introduction of nuclear energy.

In the years 1985-1992, he was employed at the Central Laboratory for Radiological Protection, in the Nuclear Supervision Group (plant VII), he participated in the preparation of a permit for the construction of the Żarnowiec NPP and:

• From 1987 - as a nuclear regulatory inspector of the President of the National Atomic Energy Agency (PAA) - in inspections of the Żarnowiec NPP construction site, in inspections and safety assessment of national nuclear facilities, as well as in the supervision of activities involving radioactive sources and waste.

• From 1988 - as the PAA senior nuclear regulatory inspector, he managed teams of nuclear regulatory inspectors conducting inspections of the Żarnowiec NPP construction process.

• In 1990 - he became the Head of Department VII of the Supervision Team in CLOR, also acting as the director of the department of the Chief Nuclear Inspection Inspectorate at PAA from 1991.

In 1992 - 1996 the director of the State Inspectorate of Nuclear Safety and Radiation; he managed the process of preparing licenses and conducting regulatory inspections in nuclear facilities as well as control of activities with sources and radioactive waste, including the repository in Różan. In 1993, he performed the duties of the Chief Nuclear Regulatory Inspector for one year.

From 1997 - to November 2008 - the director of the Nuclear and Radiation Safety Department of the National Atomic Energy Agency - he managed the process of safety assessments, preparation of permits and inspections in national nuclear facilities and radioactive waste management facilities, and in 1997-2002 he organized the National Center Radiation Emergency Department at PAA, he also coordinated and participated in the implementation of a number of tasks related to international cooperation in the field of nuclear and radiation safety, and from 2006 to 2008 he was also the head of the non-proliferation department.

In 2008, he was appointed Vice-President of the National Atomic Energy Agency. In the period from 01.11.2008 to 24.05.2014, he performed tasks and exercised the statutory powers of the body of the Chief Nuclear Regulatory Inspector. In the years 1976-2000 participant of numerous training courses related to the BJiOR subject, incl. co-organized by the International Atomic Energy Agency (IAEA) for:

• 1976 - planning and implementation of nuclear power plant projects (3.5 months - USA / Canada),

• 1980 - planning the development of the power system (2 months in the USA),

• 1986 - start-up tests of industrial power reactors and personnel safety (3 weeks - Great Britain),

• 1986 - design and construction of safety linings for VVER type reactors (1 week - Russian Federation),

• 1987 - nuclear power plant operation safety (5 weeks - USA / Canada),

• 1997 - IAEA recommendations regarding the creation of effective radiation emergency response systems (2 weeks - Slovenia),

• 2000 - conducting trainings on the practice of responding to radiation emergencies (2 weeks - Slovenia).

 

In 2001, he obtained the powers of the Civil Service Officer, and in 2002 and 2008 - the Radiological Protection Inspector. From December 2002 until now, he is the Chairman of the PAA President's Examination Committee for the powers to hold a position of significant importance for ensuring nuclear safety and radiological protection. Since 2011, Chairman of the Examination Committee of the PAA President for the position of nuclear regulatory inspectors.

In the years 2009-2011 he chaired the team of the PAA President for the amendment of the nuclear law. Since November 2008, he has been in charge of the content of the publication of the information bulletin "Nuclear Safety and Radiological Protection" issued by the PAA.

Actively participated in international cooperation such as:

• Member of working groups, expert missions and technical meetings, seminars and conferences on nuclear safety supervision and radiation emergency response, organized by the IAEA, NEA-OECD, the European Commission and NATO;

• Chairman of the Polish delegation to the review meetings, the Convention on Nuclear Safety and five subsequent review meetings in 2003-2015, deputy chairman of the Polish delegation to the 4th review meeting of the Nuclear Safety Convention;

• Delegate of the Republic of Poland to the High Level Group on Nuclear Safety and Radioactive Waste Management ENSREG of the Council and the European Parliament;

• Representative of Poland in the NUSSC-IAEA Nuclear Safety Standards Committee, WENRA Association of Western European Nuclear Regulatory Authorities, CNRA Nuclear Regulatory Authority Committees and CSNI NEA / OECD Nuclear Facilities Safety Committees, and the founding group of the RCF-IAEA Regulatory Cooperation Forum.

Married to dr. of chemistry Krystyna Jurkowska, two sons, Jacek and Tomasz, born on in 1973 and 1978.

Interests and hobbies: sailing - yacht captain and sailing instructor, practices alpine skiing and tourism, interested in history and classical and folklore music.
