Meeting of the Committee on Nuclear Regulatory Activities (CNRA) with the participation of PAA

For the 55th time, representatives of the nuclear regulatory authorities of the member states of the Nuclear Energy Agency (NEA) of the Organization for Economic Co-operation and Development (OECD) took part in a meeting of the Committee on Nuclear Regulatory Activities (CNRA). A delegation from the National Atomic Energy Agency also attended the meeting.
The 55th meeting of the Committee on Nuclear Regulatory Activities was held, as is customary, in Paris, where the OECD NEA is headquartered. The two-day meeting, which took place on 4 and 5 June, was attended by Andrzej Głowacki, President of the PAA, and Iga Pocztarek-Tofil, Director of the Policy and International Cooperation Bureau at the PAA.
The meeting was primarily devoted to summarizing the work carried out to date by the Committee and by the working groups that operate within this body. These are:
- Working Group on Supply Chain,
- Working Group on Reactor Oversight,
- Working Group on Policy and Licensing,
- Working Group on New Technology,
- Expert Group on Public Communication,
- Working Group on Leadership and Safety Culture.
The meeting participants also took part in a discussion on regulatory changes and the impact of the changes on the oversight and licensing processes for nuclear facilities. The starting point for the discussion were presentations by the USA, the United Kingdom and Finland on the reforms being implemented, the political context and relations with licensees. In these countries, there are high external expectations regarding increasing the efficiency of regulatory processes and removing administrative barriers. At the same time, it was unanimously emphasized that when designing any changes in the area of nuclear regulation, the overarching goal, which is nuclear safety, must be consistently emphasized and must not be compromised in way.
The Committee has also begun work on defining its priorities for tasks to be implemented in the years 2027-2028. During the meeting, it was repeatedly emphasized that the goal should not be to publish as many documents as possible; rather, the documents should address the most critical needs of representatives of nuclear regulatory authorities and should be adopted without delay.
The CNRA is an international group composed of senior representatives from nuclear safety regulatory authorities. The Committee was established in 1989 to facilitate the exchange of information and experience in the field of nuclear safety, regulations, and related good practices, as well as other matters pertaining to nuclear safety and radiation protection.
